McGovern-Dole FY2023 Notice of Funding Opportunity Q&A

Week of 02/27/2023

1. Q: Are non-profit organizations eligible to apply under “Other organizations”?

A: Please see Part C: ELIGIBILITY INFORMATION in the NOFO and refer to the linked references, as copied below.

In accordance with the McGovern-Dole authorizing legislation, 7 U.S.C. 1736o-1, the following entities are eligible Applicants:

• Private Voluntary Organizations (see 7 CFR section 1599.2 for the definition of a private voluntary organization);

• Cooperatives;

• Intergovernmental Organizations;

• Governments of developing countries and their agencies; and

• Other organizations.

Per 7 CFR 1599.2 “’Private voluntary organization’ means a not-for-profit, nongovernmental organization (in the case of a United States organization, an organization that is exempt from Federal income taxes under section 501(c)(3) of the Internal Revenue Code of 1986) that receives funds from private sources, voluntary contributions of money, staff time, or in-kind support from the public, and that is engaged in or is planning to engage in voluntary, charitable, or development assistance activities (other than religious activities).”

2. Our organization has questions about the NOFO. Can we discuss these questions with FAS?

A: Please address your questions to FAS using the following channels:

1. As mentioned in the NOFO under Part D:APPLICATION AND SUBMISSION INFORMATION, please submit questions regarding this request for applications to ppded@usda.gov no later than 5:00:00 P.M. EDT on April 21, 2023 and include “FY23 McGovern-Dole NOFO” in the subject line of your e-mail. FAS will consider questions submitted by the deadline to the extent practicable and will post responses on a weekly basis until the Friday preceding the application deadline. Applicants may access the responses in the “Related Documents” tab of the grant opportunity page on Grants.gov.

2. A public meeting on the McGovern-Dole NOFO will take place on Monday, March 13, 2023 from 10am to 12pm EDT. More information is available on the McGovern-Dole webpage.

mailto:ppded@usda.gov

3. What is the likelihood of a "non-priority country" receiving funding for this program?

A: As seen under Part A: PROGAM DESCRIPTION, 10. PROGRAM OVERVIEW, OBJECTIVES, AND PRIORITIES, FAS will consider funding a project in a non-priority country, but an application for a non-priority country must include sufficient justification. FAS will prioritize funding applications for the identified priority countries.
