About this file

This is a Frequently Asked Questions document clarifying submission requirements for the Department of State Bureau of Democracy, Human Rights, and Labor (DRL) funding opportunities. The document addresses three primary inquiries: a separate detailed budget document is strongly encouraged but not required for technical eligibility beyond the SF424A and Budget Justification Narrative; the Monitoring and Evaluation Plan is excluded from the proposal page limit, while the Proposal Summary, Introduction to the Organization, Problem Statement, Project Goals and Objectives, Project Activities, Project Methods and Design, Proposed Project Schedule and Timeline, Key Personnel, and Future Funding or Sustainability sections are included; and proposals must be formatted in single-spaced, 12-point Times New Roman font. The FAQs emphasize that Notice of Funding Opportunity instructions take precedent over the Proposal Submission Instructions.

The related federal grant opportunity is "Strengthening Community-Backed Governance to Advance Stability and Peace in Burma," a Cooperative Agreement funded through the Department of State's International Programs to Support Democracy, Human Rights and Labor (CFDA 19.345). The program seeks organizations to advance peace process prospects by positioning Ethnic Resistance Organizations, civil society, and state-level actors as credible, unified, and community-backed participants in future peace negotiations. The grant program broadly supports targeted democracy, human rights, and rule-of-law initiatives globally, with recent awards ranging from $500 thousand to $2 million for individual projects, alongside larger mega-grants. Award frequency has been variable, with multiple opportunities posted in July 2026 addressing various regional and thematic priorities.
