About this file

This document is a Frequently Asked Questions (FAQ) supplement to the Notice of Funding Opportunity (NOFO) for the Global Coalition Against Transnational Repression grant program administered by the U.S. Department of State, Bureau of Democracy, Human Rights, and Labor. The FAQ clarifies three key submission requirements: while not mandatory, applicants are strongly encouraged to submit a separate detailed budget document beyond the SF424A and Budget Justification Narrative, though omission will not result in technical ineligibility; the Monitoring and Evaluation Plan is excluded from the page limit but the following elements are included—Proposal Summary, Introduction to the Organization, Problem Statement, Project Goals and Objectives, Project Activities, Project Methods and Design, Proposed Project Schedule and Timeline, Key Personnel, and Future Funding or Sustainability; and proposal narratives must be formatted in single-spaced, 12-point Times New Roman font. The FAQ notes that instructions in the NOFO take precedence over the Proposal Submission Instructions, and directs applicants to contact DRL-PRU-Solicitation@state.gov for inquiries.
