About this file

This file contains Frequently Asked Questions addressing submission requirements for the Department of State Bureau of Democracy, Human Rights and Labor (DRL) funding opportunities. Key clarifications include: a separate detailed budget document beyond the SF424A and Budget Justification Narrative is strongly encouraged but not required for technical eligibility; the Monitoring and Evaluation Plan is excluded from page limits; and proposal narratives must be formatted in single-spaced, 12-point Times New Roman font. The page limit applies to the Proposal Summary, Introduction to the Organization, Problem Statement, Project Goals and Objectives, Project Activities, Project Methods and Design, Proposed Project Schedule and Timeline, Key Personnel, and Future Funding or Sustainability sections.

The FAQs relate to the "Countering Transnational Repression Through Evidence-based Research" grant opportunity, a competitive solicitation under the International Programs to Support Democracy, Human Rights and Labor (CFDA 19.345). This grant funds research investigating how perpetrators of transnational repression infiltrate diaspora communities using faith-based or quasi-governmental organizations to target individuals across borders. Successful proposals must translate research findings into actionable options for individuals, organizations, governments, and international bodies to mitigate risk and end these practices. Inquiries should be directed to DRL-PRU-Solicitation@state.gov. The federal grant program historically awards between $500,000 to $2 million for individual project grants, with recent portfolio activity indicating continued DRL funding emphasis on democracy, human rights, and rule-of-law initiatives globally.
