About this file
This is a Frequently Asked Questions (FAQ) document providing clarifications on submission requirements for the Department of State Bureau of Democracy, Human Rights, and Labor (DRL) funding opportunity titled "Documenting Violence Against Women and Children." The FAQ addresses three key submission inquiries: (1) a separate detailed budget document beyond the SF424A and Budget Justification Narrative is strongly encouraged but not required for technical eligibility; (2) the Monitoring and Evaluation Plan is excluded from the proposal page limit, while the Proposal Summary, Introduction to the Organization, Problem Statement, Project Goals and Objectives, Project Activities, Project Methods and Design, Proposed Project Schedule and Timeline, Key Personnel, and Future Funding or Sustainability sections are included in the page limit; and (3) proposal narratives must be formatted in single-spaced, 12-point Times New Roman font, with instructions in the Notice of Funding Opportunity taking precedent over the Proposal Submission Instructions.
The underlying grant opportunity funds data collection and research on sexual violence and abuses globally, particularly against women and girls, including documentation of sexual assault, human trafficking, and forced displacement. Projects must explore drivers of sexual violence, accountability pathways for perpetrators, and provide comprehensive reporting to support law enforcement and civil society organizations working on victim protection. This opportunity falls under the International Programs to Support Democracy, Human Rights and Labor program (CFDA 19.345), which has obligated $4.25 billion across 743 awards since 2009, with typical individual project awards ranging from $500,000 to $2 million. Applicants must comply with 2 CFR Subpart F audit requirements with annual frequency determined at time of award and a seven-year records retention period.
