About this file

This document contains Frequently Asked Questions (FAQs) regarding the Notice of Funding Opportunity (NOFO) for the FY 2024 National Organizations of State and Local Officials (NOSLO): State Health Services and Financing program.

The FAQs cover eligibility requirements, budget and formatting guidelines, and program details. Eligible applicants include domestic public or private, non-profit, or for-profit entities, including community-based organizations, tribes, and tribal organizations. The budget narrative should include all information justifying the budget, and the application must use a 12-point font, with some flexibility for charts and graphs. Project activities do not need to be organized by core activity, but the description should indicate which core activity each activity addresses.

The NOSLO: State Public Heath Financing cooperative agreement aims to support innovative state-level Medicaid and healthcare financing policy initiatives, models, and data strategies that improve access to quality healthcare for medically and economically vulnerable populations, with a focus on maternal health disparities, rural populations, criminal justice populations, and those with unmet behavioral health needs.

(zoomgov.com)

2. Am I eligible to apply for the State Health Services and Financing?

a. Eligible applicants include domestic public or private, non-profit, or for-profit entities, including community-based organizations, tribes, and tribal organizations. See Section III.1 of this notice of funding opportunity (NOFO) for complete eligibility information.

3. Should the information justifying the contract dollar amounts (e.g., basis of cost estimate, level of effort) be included in the budget narrative? Or is that a component of Attachment 3?

a. All information justifying the budget should be included in the budget narrative.

4. Is there a required font/font size for the application? Can the font size be different between narrative and charts?

a. Use an easily readable font, such as Times Roman, Arial, Courier, or CG Times. The text and table portions of the application must be single-spaced and submitted in not less than a 12-point font. Applications not adhering to 12-point font requirements may be deemed non-responsive and returned. It is vital that the charts/graphs are legible when scanned or reproduced. Please refer to the HRSA SF-424 Application Guide for more information about specific formatting guidelines.

5. For the Work Plan Matrix, is there a requirement for the project activities to be organized by core activity, or can those be referenced in the description of the Matrix?

a. Project Activities do not need to be organized by Core Activity, but the description of each Activity should include which Core Activity it is addressing.
