About this file

This document is a Questions and Answers (Q&A) file for a Department of State Bureau of Counterterrorism funding opportunity (DFOP0017368) focused on Yemen Counter-Smuggling Investigations. The cooperative agreement seeks an implementer to train Yemeni law enforcement in cross-border weapons smuggling investigations, with expertise required in countering trafficking of small arms, uncrewed aerial systems, and dual-use items. The grant opportunity is part of the Global Counterterrorism Programs (CFDA 19.701) and requires applicants to work closely with the U.S. Mission to Yemen.

Key details include a submission deadline of 25 July 2025 at 11:59 pm, with submissions directed to Ignacio Videla at videlai@state.gov. The Q&A document provides clarifications on proposal requirements, including a 12-page limit for all documents, mandatory use of 12-point Times New Roman font, and expectations for preliminary Performance Monitoring Plan (PMP) and Logic Model submissions. The implementer is expected to coordinate training efforts with Yemeni Internationally Recognized Government (IRG/ROYG) units, focusing primarily on counter-smuggling efforts while allowing broader border security capabilities that support this primary objective. Travel to Yemen is permitted for non-USG personnel, with coordination required through the U.S. Mission to Yemen Regional Security Office.

o A5: All documents under section D.3 should be included within the 12-page proposal. Please note that your PMP and logic model are intended to be preliminary in nature – e.g., the applicant’s PMP should contain illustrative indicators that sufficiently demonstrate its ability to develop an effective PMP but is not intended be exhaustive. Per the directions on page three of the NOFO, all Microsoft Word documents are to be single-spaced, 12-point Times New Roman font, with a minimum of 1-inch margins. This includes all text on the page, graphic elements (tables, graphs, other visual inserts) included.

• Q6: Is the PITT intended to be included as part of the proposal submission, or to be prepared after award?

o A6: All documents under section D.3, including the PITT, should be included within the 12-page proposal. The PMP is expected to be preliminary at this point. Please note that the NOFO and
