About this file

This document is a Question and Answer (Q&A) related to a Notice of Funding Opportunity (NOFO) titled "Supporting the Adoption of Mercury-Free Processing in Africa's Sahel" with Solicitation Number DFOP0016638.

The NOFO is issued by the U.S. Department of State, Bureau of Oceans and International Environmental and Scientific Affairs (OES) under the Environmental and Scientific Partnerships and Programs grant (CFDA 19.017). The NOFO aims to advance the implementation of the Minamata Convention on Mercury by reducing mercury usage in artisanal and small-scale gold mining in Cote d'Ivoire. It requests respondents to propose work at four ASGM sites in Cote d'Ivoire that will be determined in coordination with the Multistakeholder Partnership Initiative (MSPI) led by the World Bank and the World Gold Council. The World Bank and World Gold Council will not be involved in the selection process for this NOFO.

NOFO DFOP0016638-Supporting the Adoption of Mercury-Free Processing in Africa’s Sahel Q&A

Question: In the NOFO "Supporting the Adoption of Mercury-Free Processing in Africa’s Sahel", it requests the respondent propose work at four ASGM sites in Cote D'Ivoire. Are these sites that have already been identified by the Department of State, or is that the responsibility of the respondent?

Answer: It is anticipated that this project will work in parallel and coordinate with the Multistakeholder Partnership Initiative (MPSI) which is led by the World Bank and the World Gold Council. Sites will be determined in consultation with the MSPI. More generally, this project is expected to be aware of, communicate with, and potentially collaborate with other initiatives in CdI.

Question: Will OES consider applicants who propose mine sites outside of those selected by the MSPI?

Answer: It is anticipated that this project will work in parallel and coordinate with the Multistakeholder Partnership Initiative (MPSI) which is led by the World Bank and the World Gold Council. The four mine sites selected by MSPI need to be included in this scope of work, but we will consider work in additional mine sites, budget permitting.

Question: Will the World Bank and the World Gold Council be involved in the selection process for this NOFO? Or will they only be consulted on the project once an applicant is selected?

Answer: No. Neither the World Bank nor the World Gold Council will be involved in the selection process.

Question: What if the funding under this NOFO is too low to complete the objectives?

A: Proposals are reviewed based on multiple criteria, including project feasibility and cost effectiveness. Reviewers will look for realistic budgets and are aware the total budget for the project might not support all of the desired activities. Applicants are welcome to include in their proposal the activities that they feel they can realistically accomplish. While applicants may note potential future activities, should additional funding become available, applications are scored on program planning and the ability to achieve objectives.
