Notice of Funding Opportunity Number: 72052123RFA00006

Amendment #01

QUESTIONS AND ANSWERS

Question 1: In Section 5.1.5, page 27, the guidance states, “The applicant will be subject to a history of performance review for demonstrated successful performance in previous and/or existing projects” and below in the same paragraph it states: “Additionally, if sub-awardee(s) are proposed, this same information should be provided related to their past experiences.

“Thereafter, in Section E, Section 2(a) Merit Review Evaluation Criteria, 1.3 History of

Performance, the guidance states: “The extent to which the applicant’s (and any proposed sub-awardees’) history of performance demonstrates its successful implementation of previous activities with a similar scope and ability to incorporate lessons learned into this Activity.”

1.1 Can USAID please confirm that the 2 recommendation letters noted in section 5.1.6 (d) can be for any of the partners in the applicant consortium and not specifically the lead or "prime" applicant?

1.2 Can USAID please confirm that the “applicant” noted in section 5.1.5 “History of Performance” can include all members of the consortium, each meeting different criteria and requirements for successful technical design of the proposed project?

1.3 Similarly, can USAID please confirm that the PPRs (Section 6 (h)) requested should include

PPRs for all entities included in the applicant consortium and not just the consortium lead or "prime"?

Answer 1.1: The two (2) recommendation letters, under 5.1.6 Annex of the Application Format section, must be from persons or organizations familiar with the past or current work of the prime applicant. Consortium members may be considered as sub-awardees depending on the structure of the consortium.

Answer 1.2: Information on history of performance, under 5.1.5 History of Performance, must be provided for the applicant. If sub-awardees, consortium members are proposed, information should be provided related to their past experiences, as indicated in the noted section of the Notice of Funding Opportunity.

Answer 1.3: Information on history of performance should include Past Performance Information (PPI) on the applicant and if proposed, the applicant’s consortium members as applicable.

Question 2: Is it mandatory for project direct activities to be implemented in all ten departments, or can they be focused on USAID priority regions in Haiti?

Answer 2: Project direct activities should be implemented in all ten departments of Haiti but may include different strategies and levels of intensity in different departments depending on the intervention.

Question 3: Are there any restrictions on the number of Organizations/Sub-awardees forming a

Consortium to implement the Health Service Delivery-Integrated Social Behavior and Change Activity?

Answer 3: USAID has no restrictions on the number of organizations forming a consortium. In order to award directly to a consortium, it must be legally registered, otherwise an award would be made to a prime applicant and consortium members would be sub-awardees. Applicants are free to propose their organizational structure.

Question 4: Please provide more information on how to apply for this Opportunity.

Answer 4: Eligible parties interested in submitting an application are encouraged to read this Notice of Funding Opportunity (NOFO) thoroughly to understand the type of program sought, application submission requirements and selection process.

Question 5: Because the NOFO was released during the standard vacation period in Haiti and we consequently have several key consortium members on prearranged leave, we believe that

USAID will receive a richer proposal if a delay were granted. Would USAID consider a two-week extension for this opportunity?

Answer 5: The closing date of the NOFO is extended to August 22, 2023. USAID is not able to provide a to-week extension.

Question 6: We are seeking USAID support in order to obtain the "SAM", "NCAGE" before the submission of the project.

Answer 6: The SAM Quick Start Guide for International Registrations is attached to assist in the registration process. Please note that completed SAM registration is not required in order to submit the application but will be required before an award can be made.
