About this file
This document is a Notice of Contract Action (NOCA) from the Department of the Air Force Air Force Life Cycle Management Center (AFLCMC) at Hanscom Air Force Base. The Air Force is intending to award a sole source contract to Advanced Detection Technology (ADT) for the procurement of a LowCam VI110 Portable Undercarriage Vehicle Inspection System (UVIS) with License Plate Recognition (LPR) and Foreign Object Detection (FOD) capabilities. The current manual process of using handheld mirrors to inspect vehicle undercarriages is to be replaced with this automated UVIS system, which will increase detection capabilities and speed up the inspection process. ADT is the only vendor found that offers the required LowCam VI110 system. Interested parties may submit unclassified capability statements via email by September 23, 2024, though this is not a request for proposal, and the Air Force does not intend to award a contract based on the responses received. The anticipated procurement method is a sole source award under 10 U.S.C. 2304.

Notice of Contract Action (NOCA) 19 September 2024, Air Force Life Cycle Management Center (AFLCMC), Hanscom Air Force Base, MA Operational Contracting Division (PZIB).
This is a notice of the Government's intent to solicit, negotiate and award a sole source contract to Advanced Detection Technology (ADT).
The 6 SWS Security Forces require an upgrade to security procedures and equipment for searching vehicles entering their restricted area. Currently, the posted Security Forces members are utilizing handheld search mirrors to sweep the undercarriage of all vehicles. The use of an automated under vehicle inspection system (UVIS) would not only speed up the process, but allow the images of the undercarriage to be stored. This will greatly increase detection capabilities as the UVIS will automatically recognize if there are foreign objects under the vehicle compared to the last time the vehicle came through, alerting Security Forces members. Advanced Detection Technology is the only vendor that was found that offers the LowCam VI110 Portable UVIS with License Plate Recognition. This model is exactly what is needed for setup at Cape Cod Space Force Station.
The proposed contract action is to procure the specific supply for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties may submit unclassified responses (capability statement) to this notice by email to the Contracting Officer Mr. Paul R. Pollard III at paul.pollard.1@us.af.mil and Contract Specialist Mr. Daniel O’Neill at daniel.oneill.2@us.af.mil no later than 12:00PM EST 23 September 2024. No other communications will be entertained.
This is not a Request for Quote (RFQ) or Invitation for Bid (IFB); The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information to be solicited.
Although “proposal” and “offeror” are used in this Pre-solicitation, your responses will be treated as information only. It shall not be used as a proposal. We anticipate a sole source procurement
IAW 10 U.S.C. 2304.
