About this file
This is a Notice of Intent for a sole source procurement. The Air Force Test Center Operational Contracting Division (AFTC/PZIOA) at Eglin Air Force Base, Florida intends to award a sole source contract to Veolia ES Technical Solutions (Cage: 3C7H6) located at 100 Federal Street, 3rd Floor, Boston, Massachusetts 02110 for the destruction of Special Access Program (SAP) equipment. The contract will be structured as a Firm Fixed Price (FFP) Commercial Purchase Order under CLIN 0001 for one destruction event. The statutory authority for this sole source action derives from 41 USC 1901 & 1903 as implemented by FAR 12.102(b), supported by an approved FAR Part 12 Single Source Justification. Competition is being limited because all certified commercial facilities closest to Eglin AFB were contacted, but only Veolia could accommodate destruction scheduling within the required timeframe, and prior market research demonstrates this vendor is the sole source capable of fulfilling the technical and logistical requirements.
The applicable NAICS code is 562211 with a small business size standard of $47 million. The anticipated award date is July 31, 2026. Interested parties may submit written responses demonstrating capability to provide the required services by 1:00 pm Central Standard Time on July 9, 2026, at no cost or obligation to the Government. All information submitted will be considered solely to determine whether conducting a competitive procurement is in the Government's best interest. Questions should be directed electronically to SSgt Shane Linehan at shane.linehan@us.af.mil, and the Contracting Officer is Captain Brooke A. Socolofsky, AFTC/PZIOA.
