About this file

This document is a Notice of Contract Action (NOCA) for the Digital Airport Surveillance Radar (DASR) Sustainment Period of Performance Extension. The Air Force intends to modify the existing Indefinite Delivery/Indefinite Quantity contract with Raytheon by extending the ordering period five years from 28 September 2025 to 28 September 2030, with an additional two years of delivery ending 28 September 2032. The contract will continue providing comprehensive support for the DASR Program, including Diminishing Manufacturing Sources and Material Shortages (DMSMS) support, system enhancements, spares replenishment, technical support services, and program management.

The contract will cover global sustainment and technology refurbishment for 157 DASR system installations worldwide, with a critical requirement to maintain 99.4% operational availability. The contract will use multiple pricing structures including Firm Fixed Price, Cost Reimbursement, Cost Plus Fixed Fee, and Time and Materials. The government is sole-sourcing to Raytheon, citing them as the only firm capable of meeting the requirements. The AFLCMC Ombudsman, Paul W. Tinker, is available to address potential concerns, and primary points of contact are Janice E. Sullivan (Contracting Officer), Julie D. McAlarney, and Jessica T. Giordano (Contract Specialists).

This posting serves as notice for a proposed contract modification, IAW FAR 5.201(b)(i), for which the Government intends to solicit and negotiate with only one source, IAW 10 U.S.C.

2304(c)(1) as implemented by FAR 6.302-1, "only one (1) responsible source and no other supplies or services will satisfy agency requirements." This is an extension of the existing contract to continue providing comprehensive contractor support in providing global sustainment and technology refurbishment for the DASR Program. These services include but are not limited to: Diminishing Manufacturing Sources and Material Shortages (DMSMS) Support, DMSMS

Resolution Implementation, System Enhancements or Modifications, Spares and Material

Replenishment, Technical Support Services (TSS), and Program Management (e.g., Systems

Engineering, Quality Assurance, CM/DM, Safety, etc.). Of paramount importance, the

Government needs to sustain an Operational Availability (Ao) of 99.4% of all 157 DASR system installations world-wide. Raytheon is the only known firm capable of meeting the Government's requirements.

The contract type is Firm Fixed Price, Cost Reimbursement, Cost Plus Fixed Fee, and Time and

Materials.
