About this file

This document is an Industry Day presentation for the NOAA NESDIS Commercial Data Program (CDP) held on April 9, 2026.

NESDIS operates the nation's weather satellites 24/7 and acquires next-generation Earth observation satellites to support weather forecasting and environmental monitoring. Approximately 90% of data used in weather forecast models come from satellites. NESDIS pursues a hybrid architecture leveraging government-owned systems, commercial data, and international partnerships under the strategy "Buy and Partner where we can, Build what we must." The NESDIS CDP mission is to acquire commercial space-based environmental observation data to diversify and improve NOAA's observations. The program operates through two pillars: Commercial Data Pilots that demonstrate data quality and impact on NOAA applications, and Commercial Data Purchases that procure data-as-a-service from commercial vendors for operational weather forecasting and space environment applications.

The CDP currently manages several programs under the ProTech IDIQ contract structure, including a new Space-Based Environmental Monitoring (SBEM) domain with a 10-year period of performance, five-year base with five-year option, estimated value of $2.3 billion of the $8 billion shared ceiling, and continuous vendor onboarding. Successful transitions to operations include Radio Occultation (RO) and Total Electron Content data. Active pilots include GNSS-Reflectometry for ocean surface winds and Microwave Sounder data evaluation. The Radio Occultation Data Buy (RODB) Delivery Order 5 (September 2025–September 2026) procures 10,000 RO profiles daily split between PlanetiQ and Spire Global for $35.5 million total cost. The SBEM IDIQ Request for Proposals releases in April 2026 with target award by end of fiscal year 2026. Additional upcoming activities include Microwave Sounder Data Buy procurement beginning June 2026 (RFP released April 2, 2026; proposals due April 22) and Wildfire Imagery Pilot (RFP released April 7, 2026; proposals due April 30, 2026). Contact information provided includes Natalie Laudier, NESDIS CDP Program Manager (natalie.laudier@noaa.gov) and Michael Conroy, Director of Corporate Services Acquisition Division (Michael.conroy@noaa.gov).
