Questions and Answers #1 October 23, 2017

ALL QUESTIONS PERTAINING TO THE SOLICITATION AND ITS SUBTOPICS ARE DUE NO LATER

THAN TUESDAY, DECEMBER 5, 2017 AT 2:00 PM EASTERN.

Q: Subtopic 8.1.1: As stated in the solicitation, the air balloon platform should reach heights of 'several kilometers.' For the subtopic, can you please answer the following questions:

● What is an air balloon? A balloon filled with air (oxygen)? Hydrogen?

● What is several kilometers? 1.2? 5?

● Can lower altitude balloons platforms be used in preliminary shake down tests?

● Recoverable balloons are requested. So are tethered balloons acceptable?

● Please define by example and with more precision what Occultation means

● Ideally where should tests be conducted? Can they be conducted over bodies of water?

A:

● Yes. A balloon filled with air.

● Several kilometers means 2km or above (the higher the better). Lower altitudes will not work well for radio occultation.

● One can do a proof of concept with lower altitude balloons but the value will be limited due to GPS signal interference near surface.

● Tethered balloons probably will not fly high enough (see above), although it can be used as proof of concept. In the end, the reviewers will decide whether it is acceptable based on all proposals.

● In this context, it refers to atmospheric radio occultation. Definition can be found in Wikipedia: https://en.wikipedia.org/wiki/Radio_occultation. Also see the references to satellite missions there for more references.

● Test site is not limited. It can be done either over water or land.

In order to ensure fair competition, all communication must be routed through the CO to ensure all potential offerors receive the same information.
