The trial agenda must run between eight and 24 hours and constitute an underway at sea condition (river and channel transits do not qualify). Prior to departure, the contractor must submit personnel information including names, citizenship, addresses, and emergency contact numbers. All dock trial discrepancies must be corrected before the sea trial begins, and all sea trial deficiencies must be resolved before the vessel departs the contractor's facility. The specification notes that ABS or USCG representatives are typically required for trials, and the contractor must ensure appropriate parking and vessel access for surveyors and inspectors.

NOAA VESSELS DOCK AND SEA TRIALS
1.0 SCOPE
1.1 This item contains the requirements for dock and sea trials performed on NOAA vessels.
2.0 REFERENCES

4.0 REQUIREMENTS
4.1 Conduct Dock Trial
4.1.1 Approximately one week before the ship is scheduled to leave the Contractor's facility, or at the CORs discretion; conduct one working day of dock trials. The date for the dock trials must be approved by the COR.
4.1.2 Submit a schedule to the COR at least 48 hours before dock trials for testing all equipment and systems on which the Contractor has performed work.
4.1.3 All equipment will be operated by ship's force personnel.
4.1.4 During the dock trials, all utilities, except telephone service, will be transferred to the ship.
4.1.5 Schedule testing during normal working hours.
4.1.6 No Contractor work shall be performed during dock trials without the prior approval of the COR.
4.1.7 Provide a supervisor with access to Contractor personnel in all trades to oversee the repair/adjustment of equipment repaired by the Contractor.
4.1.8 Provide a dock trial report including all deficiencies and their resolutions.
4.2 Conduct Sea Trial
4.2.1 Following satisfactory completion of dock trials, schedule and participate in a one-day sea trial to witness testing of all repaired or newly installed equipment and machinery. Coordinate the sea trial date with manufacturers' technical representatives as required, and provide at least 72 hours' notice to all required attendees.
4.2.2 The date for the sea trial must be approved by the COR. The sea trial agenda shall be set for no less than eight hours and no more than 24 hours. Prior to departure, submit a list of Contractor's/subcontractor's personnel who will ride the ship for sea trials and include Name, Citizenship, Address and telephone number of person to be notified in case of an emergency.
4.2.3 Correct all dock trial discrepancies prior to the sea trial.
4.2.4 The sea trial shall be an underway at sea condition for a duration of at least eight hours, departing from and returning to the contractor's facility. Transits in a river and/or channel, to and from the contractor's facility shall not constitute an underway at sea condition. The COR may elect to shorten the duration of the sea trial in consultation with the ship's command, dependent on the performance of all ship's equipment and systems to be operated and tested.
4.2.5 All equipment will be operated by ship's force.
4.2.6 No Contractor work will be allowed during the sea trial without the prior approval of the COR.
4.2.7 Provide a sea trial report including all deficiencies and their resolutions.
4.2.8 Correct all sea trial discrepancies before the ship leaves the Contractor's facility.
5.0 NOTES
5.1 In most cases, an ABS or USCG representative will be required to conduct dock or sea trials. Ensure the surveyor/inspector has parking and can embark and disembark the vessel.
