NATIONAL AERONAUTICS AND SPACE ADMINISTRATION NASA
SHARED SERVICES CENTER (NSSC)
LIMITED SOURCE JUSTIFICATION
NASA Shared Services Center will negotiate with Forrester Research, Inc, in order to establish a Blanket Purchasing Agreement (BPA) to procure Acquisition Management Support and Integrated Consulting Services. The BPA will have a twelve month base ordering period and two one year option (i.e., three year contract). This action will be performed against GSA schedule GS-35F-4900H.
The total estimated cost of the BPA is $1,721,597. See theIndependent Government Cost Estimate (IGCE) below for specific details:
This BPA will provide a vehicle to procure new and recurring requirements for all NASA Centers. The establishment of a BPA will offer an option for NASA to conveniently and efficiently procure new products, product renewals and consulting services. A Forrester Research, Inc, BPA will also offer NASA the ability to negotiate improved discounts by combining individual Center contracts into one Agency agreement, satisfy new and recurring customer requirements, reduce NASA's administrative costs by eliminating repetitive acquisition efforts and greatly reduce procurement lead time, thus allowing the NSSC the ability to be more responsive to the Agency's needs. Furthermore, this BPA will enable all Centers to leverage their buying power to obtain advantageous pricing, supporting the Agency’s strategic sourcing initiatives, while simultaneously allowing the Agency to centrally track and manage Forrester Research, Inc, subscription service purchases.
This decision is made pursuant to FAR 8.405-6(a)(1)(i) (B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
1. NASA’s missions and mission support directorates, its engineers, scientists, and experts in information technology and business administration provide unique perspectives key to success in an evolving innovative environment. The purpose of a Forrester Membership (via NASA enterprise agreement) is to deliver NASA insight into today’s competitive engineering, science, IT and business environments is to provide for greater flexibility in software licensing and analytics.
NASA must continue to innovate in order to meet challenges specific to NASA’s missions and its IT environment while navigating strategy to meet goal-oriented outcomes. These factors create the need for a broad set of expertise and insight into essential resources. The Forrester Enterprise Membership is unique because it includes Consumer and Business Technographic data. Forrester also offers a proprietary playbook framework delivering relevant, objective insight throughout the initiative life cycle. Forrester’s research provides obtained measurable improvements and actionable insight based on the information to help minimize risk and drive efficiency. Forrester’s Customer Experience Index (CX Index) provides a rigorous and actionable data framework that measures how well a company delivers customer experiences that create and sustain customer loyalty. Forrester helps align resources across an organization’s critical key initiatives to eliminate wasteful deliverables and duplication. Forrester’s IT research aids organizations to make informed decisions. These IT tools along with Forrester’s consulting services have been utilized by

Forrester IGCE various NASA Centers. The Membership includes executive services and analytical support services available to NASA’s Chief Information Officer (CIO) Councils and IT user groups.
All NASA organizations, including Mission Directorates, Mission Support offices, NASA Headquarters, Agency Offices, Agency Leadership Team, Centers and Facilities, and Subject Matter Experts across the Agency will have access to Forrester’s Enterprise Membership.
2. Forrester is the only company that has access to an already established collection of Technographic information. Forrester has been collecting data since 1997 and the database collection contains over 400,000 surveys collected on a quarterly basis. The information includes both consumer and workforce technology trends which would provide NASA with a fast and complete picture of the people who use technology and drive technology strategy. The Forrester Membership provides access to Forrester’s robust research data and reports, subject matter experts, teleconferences and events. This membership provides an ongoing advisory relationship and assists in crafting answers to questions where standard industry practices have not been defined. It is critical to have the ability to reach information “quickly” in a rapidly changing environment, thus having access to Forrester’s established database enables efficiency and costs savings.
Forrester's data is the longest and largest running survey of its kind outside of the Census. Their data includes both qualitative and quantitative data. This is important because while many surveys provide data around what people are doing, only Forrester can provide information on "why" they do it. This will enable NASA to align IT services to mission needs. This will help NASA understand both corporate and government behaviors to innovate delivery of information and services to the general public and NASA customers
3. Forrester also offers a proprietary playbook framework delivering relevant, objective insight throughout the initiative lifecycle. Forrester’s proprietary playbook provides integrated reports, tools and guidance for critical business initiatives. This will help NASA make decisions that minimize risk and drive efficiency.
Forrester’s proven research framework includes a step-by-step approach that will help users and project teams make well researched and informed technology process, strategy and solution decisions. This enables NASA to measure improvements and obtain actionable insight based on the project team is in the initiative lifecycle.
The Forrester Membership will also provide access to peer networking groups within a broad community and will specifically include the ability to connect with other executives, including CIO’s, in the Federal arena who experience similar issues and solutions. Networking to see how other agencies are meeting changing environments is essential as it supports identification of best practices. As such, collaborating with other communities that utilize similar memberships saves time and money. This is challenging for chief executives, engineers, scientists, information officers and finance officers, among others, across the nation, thus the ability to collaborate and brainstorm with expertise within the field is critical.
4. Via the current task order, NNH15CM91D, Forrester’s Technographics business and customer experience data was critical in developing NASA’s Business Services Assessment (BSA) organizational assessment. This task order ends 30 April 2017. Continued access to Forrester’s Technographic data is necessary to ensure that NASA’s BSA efforts are successful through completion. It is critical that access to this data Forrester’s proprietary business and customer experience research and Technographics data will be utilized to ensure the assessment results and recommendations take into account customer behaviors and NextGen business technology investment behaviors. Furthermore, Forrester’s proprietary Security and Risk Maturity Model will continue to assist the OCIO community, via the new enterprise agreement, to provide additional assessments needed as a result of the BSA and NASA Mission Support Council (MSC) decisions. Forrester’s proprietary model will be used to gather a baseline of security maturity scoring information that will be leveraged. Changing providers at this time would impact the implementation of these strategies. Creating a new enterprise BPA with Forrester, available to all NASA organizations agency-wide, promotes unique advantages through use of Forrester’s Membership and Integrated Consulting Services to apply within all NASA Mission and Mission Support arenas. It is vital for NASA to have the same understanding of current market conditions as the Federal Strategic Sourcing Initiative, (FSSI) and other federal agencies.
Pursuant to FAR 8.404(a), BPAs and orders placed against a Multiple Award Schedule (MAS) are considered to be issued using full and open competition (see 6.102(d)(3)). Therefore, when establishing a BPA (as authorized by 13.303-2(c)(3)), or placing orders under Federal Supply Schedule contracts using the procedures of 8.405, ordering activities shall not seek competition outside of the Federal Supply Schedules or synopsize the requirement.
Pursuant to FAR 8.404(d) pricing, (DEVIATION) Services offered on the schedule are priced either at hourly rates, or at a fixed price for performance of a specific task (e.g., installation, maintenance, and repair). GSA has determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, to be fair and reasonable for the purpose of establishing the schedule contract. GSA's determination does not relieve the ordering activity contracting officer from the responsibility of making a determination of fair and reasonable pricing for individual orders, BPAs, and orders under BPAs, using the proposal analysis techniques at 15.404-1. The complexity and circumstances of each acquisition should determine the level of detail of the analysis required.
Market research was conducted by the NSSC Contracting Officer on 12 September 2016. A review of GSA Advantage/SEWP confirmed that Forrester Research, Inc, has no value added resellers authorized to provide Acquisition Management Support and Integrated Consulting Services. See Market research, located in contract file.
In accordance with FAR Subpart 8.002, priorities for use of Government Supply Sources, NASA will satisfy its priority of fulfilling requirements by utilizing an existing Federal contract that has already been completed.
The establishment of this BPA along with supporting documentation shall be publicized and posted on the GPE pursuant to FAR 8.405(6)(a)(2).
The Agency will continue to examine the market in the future for alternative solutions before executing any subsequent contract action for the requirements herein. Due to the specialized nature of this requirement, there are no known actions which the Agency may take to give consideration to other manufacturers for the requirements described herein. Therefore, purchase of Enterprise Membership requirements and Integrated Consulting Services with anticipated travel through Forrester Research, Inc, is the only practical approach.
