NATIONAL AERONAUTICS AND SPACE ADMINISTRATION NASA

SHARED SERVICES CENTER (NSSC)

LIMITED SOURCE JUSTIFICATION

NASA Shared Services Center will negotiate in order to establish a Blanket Purchasing Agreement (BPA) to procure Acquisition Management Support and Integrated Consulting Services. The BPA will have a twelve month base ordering period and a one year option (i.e., two year contract). This action will be performed against GSA schedule GS-35F-5014H.

The total estimated cost of the BPA is See the Independent Government Cost Estimate (IGCE) below for specific details on products and license counts:

This BPA will provide a vehicle to procure new and recurring requirements for all NASA Centers beginning in the fourth quarter of iscal ear (FY) 16. The establishment of a BPA will offer an excellent option for NASA to conveniently and efficiently procure new products at a reduced cost. A Gartner Inc., BPA will also offer NASA the ability to negotiate improved discounts by combining individual Center contracts into one Agency agreement, satisfy new and recurring customer requirements, reduce NASA's administrative costs by eliminating repetitive acquisition efforts and greatly reduce procurement lead time, thus allowing the NSSC the ability to be more responsive to the Agency's needs. Furthermore, this BPA will enable all Centers to leverage their buying power to obtain advantageous pricing, supporting the Agency’s strategic sourcing initiatives, while simultaneously allowing the Agency to centrally track and manage Gartner Inc., subscription service purchases.

This decision is made pursuant to FAR 8.405-6(1)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

1. Only one source is capable of responding due to both the unique specialized nature of the work and NASA's requirement for greater flexibility in software licensing. Gartner Inc., is the only capable Information Technology (IT) Research and Advisory vendor with a Top Secret facility clearance which means mission level executive directors can utilize Gartner’s services from day one. The Gartner Executive Programs team is dedicated solely to providing support to their executive members. Each member is supported by a dedicated executive peer advisor with government and commercial executive experience. This allows support on technology and management issues to be tailored by a seasoned executive with substantial breadth and depth of experience in government and commercial environments, plus access to the knowledge and experience of over 200 executive partners and advisors who support their executive members globally. Gartner, Inc., provides IT budget tools which are used to benchmark IT spend and maturity in private/public industry. The use of the IT maturity assessment by Gartner is helpful for an IT organization in assessing and determining the degree of maturity of its implementation processes prior to implementing new policies (e.g., the Federal Information Technology Acquisition Reform Act - FITARA). These IT budget tools along with Gartner’s consulting services have been utilized by various NASA centers. NASA HQ Office of the Chief Information Officer (OCIO) is required by the Office of Management and Budget (OMB) to monitor IT spending and report on it annually per the FITARA. The use of these tools help support this requirement by providing OCIO access to more than 2000 IT metrics drawn from

7280 data points from public and private enterprises. No other research and advisory provider offers access to a comparable IT benchmark database.

Gartner has over 1100 analysts with 16 dedicated to government research. This is 4 times more analysts than any of their competitors. Furthermore, these analysts are the only collective subject matter experts in specific fields such as mobile architecture and business process management rather than generalists.

Gartner’s proprietary online research database has over 119,246 research documents; 10 times more documents in their online research database than any competitor. Additionally, they publish 5 times more documents per year than any of their competitors. Having current trend data will help the OCIO make informed decisions that will directly impact the NASA community by finding solutions that are both fiscally responsible and that effectively engages the community.

2. Gartner, Inc. provides the depth and breadth of federal government IT policy research needed to ensure that NASA receives answers when they are needed, usually within 48 hours or less. The accuracy and currency of Gartner’s research is proven by its use throughout the federal governments various agencies including the Government Accountability Office (GAO) and OMB (Office of Management and Budget).

Only Gartner provides a private online peer community that is free from any IT vendor or market participation. This allows NASA the ability to have quick access to the peer group to obtain federal best practices, learn about what similar organizations are doing, and avoid possible pitfalls during IT policy implementation. Only Gartner provides an online peer community as an added value to government customers free from any IT vendors or marketer participation for unbiased insight. This means that any advice received through the network community can be trusted and is not based on salespeople trying to sell their respective company’s solution.

3. Gartner Inc is certified to provide IT integration and configuration support for the Acquisition Management Support and Integrated Consulting Services product suite. This capability provides Gartner Inc. with unique qualifications to implement an Acquisition Management Support and Integrated Consulting Service solution should NASA decide to standardize IT policy implementation approaches and IT budget tracking at all NASA Centers. A number of IT strategy decisions made by the Agency were based on market research by Gartner, Inc.

The use of Gartner, Inc. research and benchmarking tools will greatly assist OCIO management with projected growth within NASA as new NASA programs and projects are established and/or expanded.

Gartner Inc., supports this by assisting NASA in providing the tools to provide the appropriate stewardship of IT assets needed to achieve the best value for the American taxpayers' investment. By using the market research already performed by Gartner, Inc., NASA will realize additional savings by not having to conduct additional internal market research.

Furthermore, the NASA OCIO provides functional leadership for all Agency IT infrastructure that supports all NASA facilities. Currently ten separate agreements account for the thirty-eight Gartner Research Licenses being used by the agency. These agreements are listed as follows; Johnson Space Center has an agreement for one Technical Professional group license, Marshall Space Flight Center has an agreement for two Executive Programs licenses, six Enterprise IT Leaders licenses, and six IT Leaders licenses, NASA HQ OCIO has an agreement for two Executive Programs licenses and seven IT Leaders licenses, while Headquarters also has a separate Technical Professionals group license, while Kennedy Space Flight Center has three separate agreements. One agreement with their OCIO for two Executive Programs licenses, one agreement for their TOSC which includes four Enterprise IT Leaders licenses and a third agreement for their IMCS that includes one IT Leaders license and one Technical Professionals group license. Langley Research Center has two separate agreements which includes two licenses for Executive Programs and one Technical Professionals group license. Jet Propulsion Laboratory has the last agreement which includes one IT Leaders license and one Technical Professionals group license. The use of Gartner Inc., will assist the OCIO in fulfilling its mission of providing IT support to all NASA Centers. Changing providers at this time would impact the implementation of these strategies. It is vital for NASA to have the same understanding of current market conditions as the Federal Strategic Sourcing Initiative, (FSSI) and other federal agencies.
