PERFORMANCE WORK STATEMENT

Teacher Leader Model Standards

(TLMS) Coaching and Professional Learning for DoDEA Teachers of the Year and Selected Staff

1 General Information

1.1 Agency: For school year (SY) 2020-21, the Department of Defense Education Activity (DoDEA) provides PK-12 instruction to approximately 66,000 dependents of military and civilian employees. Student enrollment is based primarily on deployment of military troops worldwide. In the Americas, DoDEA operates 50 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates 64 schools located in Germany, England, Netherlands, Belgium, Spain, Turkey, Bahrain and Italy. In the Pacific, DoDEA operates 45 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA's curriculum, resources and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems. In addition, DoDEA operates fully accredited Virtual High School with teaching hubs in each DoDEA region: Americas, Europe, and the Pacific.

1.2 Background

1.2.1 DoDEA adopted the Teacher Leader Model Standards (TLMS) in 2015, which “…encourage professional discussion about what constitutes the full range of competencies that teacher leaders possess and how this form of leadership can be distinguished from, but work in tandem with, formal administrative leadership roles to support good teaching and promote student learning” (TLMS, p3). Developing teacher leaders requires the following skills/ competencies:

1) Promoting, modeling, and influencing growth of student-centered instructional practices to demonstrate its positive impact on student achievement.

2) Assuming formal and informal leadership roles via collaborative learning practices.

3) Complementing the work of the regional centers for instructional leadership in shaping teacher leaders to have, among other benefits, a positive impact on student achievement.

4) Partnering with district and school administrators to identify opportunities for shared leadership that will provide teacher input as well as the facilitation of the development, planning, and implementation of policies, curriculum, and professional development through the lens of a teacher practitioner.

5) Encouraging district and school administrators to (1) create teacher leadership roles tailored to meet school needs and (2) work collaboratively with district and school administrators to develop and share exemplars of authentic teacher

This task includes continuing the implementation of Goal 2:1a, Teacher Leadership, of DoDEA’s Blueprint for Continuous Improvement, which calls for professional learning using in the area of Focused Collaboration, using skills as identified in the TLMS.

1.2.2 Teacher Leaders: DoDEA teachers of the year and all district-level teachers of the year are designated as teacher leaders. Other teacher leaders may include teachers who have distinguished themselves by their work as teachers and their role in departmental or school leadership positions. Note: DoDEA teachers of the year (TOY) are also referred to as state teachers of the year (STOY).

1.2.3 In 2016 DoDEA established a contract with the New Venture Fund, the for-profit arm of the National Network of State Teachers of the Year (NNSTOY), HE125416P0016, which initiated this TOY-centered professional learning.

1.3 Scope of Work: DoDEA requires coaching and professional learning for selected district and system teachers of the year. In the base year, the focus is on TLMS, Module 1. In the option year, the focus has not been determined but will likely be on TLMS. This work is a deeper dive into the TLMS, building on the professional learning that has already occurred. DoDEA expects to award one contract for a base year and one option year. The TLMS-focused work consists of the following tasks each year of the contract:

One 3-day annual face-to-face meeting is held in the fall at DoDEA HQ including a half-day of professional learning for new district teachers of the year. The Contractor shall coach 6-8 DoDEA subject-matter experts, not present.

One 3-day face-to-face building sustainability professional learning event held in the winter at Fort Benning, GA for 18-20 participants. This professional learning includes coaching, facilitation, presentation skills and exploring how equity either undermines or reinforces TLMS in Module 1. .

Three 2-day face-to-face regional academies held on dates to be determined post-award in the Pacific region (Tokyo, Japan), Europe (Sembach, Germany), and the Americas (Fort Bragg, NC or Fort Benning, GA). The Contractor shall coach 6-8 DoDEA subject-matter experts at each academy—not present to the 45-50 staff attending each academy.

2 Requirement (Objectives)

2.1 Objective 1, Coaching and Professional Learning: Provide coaching and professional learning for teacher leaders and above-school-level staff at five face-to-face events in the base year and the option year. The coaching requirement is for the annual meeting (Task 1) and regional academies (Task 3). The professional learning requirement is for building sustainability requirement (Task 2). The focus of all five events in the base year is TLMS, Module 1. The focus of all five events in the option year will be determined post-award but will be on the TLMS.

Requirements / Objectives The tasks listed above are to help the Contractor gain a better understanding of the requirements and are not all-inclusive. The Contractor is expected to develop a total solution in accordance with a performance-based approach.

Task 1, Coaching Support for One 3-Day Annual Meeting—The Contractor shall:

1) Provide a detailed draft outline of the meeting sessions to include (1) date, time, and location; (2) coach’s qualifications; (3) topics covered; (4) half-day professional learning for new district teachers of the year; (5) readings, preferably from open sources, and (6) a plan to deliver the training in half-day virtual sessions should circumstances preclude the possibility of having a face-to-face meeting. The topics covered shall include coaching, facilitation, presentation skills and the relationship of equity in either undermining or reinforcing TLMS. Finalize the outline based on written feedback from the contracting officer’s representative (COR).

2) Place digital materials on DoDEA’s learning management system (LMS, currently Schoology) at least 20 business days prior to the annual meeting.

3) Provide coaching for 6-8 DoDEA facilitators at the agreed upon dates, times, and location. Ensure the coach arrive on site with sufficient hard copies (if any) for each DoDEA facilitator.

4) Record the meetings and post them on DoDEA’s LMS.

Thirty teacher leaders and up to ten above-school-level administrators will participate in the annual meeting for three days.

The meeting location is expected to be held at DoDEA HQ in Alexandria, VA.

Task 2, One 3-Day Building Sustainability Professional Learning—The Contractor shall:

Finalize the outline based on written feedback from the COR.

2) Place digital materials on DoDEA’s LMS at least 20 business days prior to the annual meeting.

3) Present/Facilitate the professional learning at the agreed upon dates, times, and location. Ensure facilitators arrive on site with sufficient hard copies (if any) for each participant.

4) Record the meetings and post them on DoDEA’s LMS.

Approximately 18-20 teacher leaders and above-school-level administrators will participate in the building sustainability event.

The professional learning’s purpose is to prepare teams to facilitate Regional Teacher Leader Academies.

The COR in consultation with the Contractor will determine the date, time, and location of the professional learning. The location is expected to be a Government facility at Fort Benning, GA. Note: For meetings at a US military base or installation, see PWS 3.11, Security Requirements.

Task 3, Coaching Support for Three 2-Day Regional Teacher Leader Academies—The Contractor shall:

location; (2) coach’s qualifications; (3) topics covered; (4) readings, preferably from open sources, and (5) a plan to deliver the training should circumstances preclude delivering face-to-face training. Contractor provides coaching, facilitation, and presentation skills feedback/guidance, while connecting the relationship of equity in either undermining or reinforcing TLMS to Regional teams as they facilitate.

Finalize the outline based on written feedback from the COR.

2) Place digital materials on DoDEA’s LMS at least 20 business days prior to the annual meeting.

3) Coach 6-8 DoDEA facilitators at the agreed upon dates, times, and location. Ensure facilitators arrive on site with sufficient hard copies (if any) for each participant.

4) Record the meetings and post them on DoDEA’s LMS.

Thirty teacher leaders and up to 20 selected teacher leaders and above-school-level administrators will participate in the regional meeting.

The base year regional meeting will occur in Tokyo, Japan. The option year regional meeting will occur in the Americas (Fort Bragg or Fort Benning) or Sembach, Germany.

Task 4, Meetings—The Contractor shall:

1) Medium and Minutes: Provide the medium through which each meeting occurs, record each meeting’s minutes, and submit them to the COR within two business days of the event.

2) Post-Award Conference: Participate in a video- or teleconference with the COR five business days after award IAW FAR Subpart 42.5.

3) Other Post-Award Meetings: Meet with the Contracting Officer (KO), COR, and/or other Agency personnel, as appropriate, to review Contractor performance, as required by DoDEA. The KO may discuss the Agency’s view of Contractor performance, and the Contractor shall apprise the Agency of any problems being experienced. The Contractor shall take appropriate action to resolve outstanding issues the Agency raises.

4) Attendance: Attend virtual meetings at no additional cost to the Government. Note:

Costs associated with attendance at face-to-face meetings, if any, shall be handled/paid for as stated in the contract.

Task 5, Delivery of Print and/or Digital Resources, if required—The Contractor shall:

1) Deliver web-based materials (such as access codes) three days after receipt of delivery order.

2) Ship all print materials and manipulatives to the Americas by commercial carrier or USPS and to Europe and the Pacific only by commercial carrier. Note: Delivery orders will include door-to-door addresses.

3) Provide, upon shipment of materials, a digital shipment notification that includes:

Contract number and delivery order number Contract line item number (CLIN) indicating materials and quantities included in this shipment Date and destination of shipment Shipping carrier name and tracking number of shipment Estimated date of arrival of shipment and shipping slip (if applicable)

Task 6, Service Contract Reporting: The Contractor shall report all of its labor hours (including subcontractor labor hours, if applicable) required to perform the services provided under this contract in the System for Award Management, https://www.sam.gov/SAM/.

2.2 Performance Standards and Acceptable Quality Levels (AQL)

2.2.1 Performance Standards: Tasks shall be completed by the required completion dates.

2.2.2 AQL: All meetings shall be presented on time. Regarding the other tasks. 95 percent shall be completed by the required date. The remaining five percent shall be completed no later than five business days after their due date.

3 Constraints

3.1 Place of Performance: Work performed at the Contractor’s and Government’s facilities.

3.2 Liaison—The Contractor shall:

3.2.1 Provide a person to be responsible for the performance of work. The liaison’s name shall be designated in writing to the Contracting Officer. The liaison shall have full authority to act for the Contractor on all contract matters relating to the daily operation of this contract. S/He shall have at least one year of experience working in a similar role.

3.2.2 Notify the COR in writing regarding a personnel change ten business days in advance of the change. If the liaison is changed post-award, the replacement shall meet or exceed the qualifications and experience of the person assigned upon contract award.

3.3 Holidays and Hours of Operation

12 Feb 21 Page 7 closures/shutdowns. The following list shows the ten recognized Federal holidays: New Year’s Day, Martin Luther King Jr.’s Birthday, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.

3.3.2 Although there are different time zones within Europe and the Pacific and different hours for specific schools throughout DoDEA, the normal business hours for the regions roughly correspond to the following: Americas, 0700- 1500 EST; Europe, 1300-2100 EST; and Pacific, 2000-0400 EST.

3.4 Anti-Bias, Diversity, and Inclusion: The Contractor shall provide resources free of age, racial, color, national origin, disabling conditions, sexual, gender, religious, and ethnic bias and present balanced coverage of multi-cultural contributions and representation, where appropriate.

3.5 Privacy—The Contractor shall:

3.5.1 User Accounts: Require, wherever applicable, that individual accounts possess unique usernames and passwords that do not require personally identifiable information (PII) to access online content, i.e., first & last name and any other unique personal information.

3.5.2 Contractor Personnel: Ensure personnel assigned to this contract take proper precautions to protect information from disclosure. Collect and/or store all agency-owned or agency-controlled personally identifiable information in accordance with the relevant requirements of the Privacy Act, 5 U.S.C— http://www.archives.gov/about/laws/privacy-act-1974.html.

3.5.3 Privacy Training: Ensure Contractor staff who have access to DoDEA’s student, teacher and/or staff personally identifiable information take the DoD Privacy Act/Personally Identifiable Information (PA and PPI/PII) training before gaining access to the data and yearly thereafter. Providing copies of the certificates of completion to the COR which can be audited at any time by the CISO or his/her designee.

3.6 Section 508 Compliance—The Contractor shall ensure its resources, wherever applicable, meet the following requirements:

3.6.1 IT Requirement: Ensure that all electronic hardware and software that is procured under this contract/purchase order comply with Section 508 of the Rehabilitation Act of 1973, as amended, (29 U.S.C. 794d) and the Architectural & Transportation Barriers Compliance Board Electronic Information Technology (EIT) Accessibility Standards (36 CFR part 1194).

3.6.2 Deliverable Requirement: Ensure the following occur:

1) Outputs/deliverables do not adversely affect accessibility features of existing EIT technologies.

2) EIT related to the requirements of the contract are accessible to people with disabilities, per 29 U.S.C 794(d).

3) Outputs/deliverables to include the functional performance, information, documentation, and support requirements are considered. Standards from 36 CFR Part 1194 Subpart B, C and D apply to this acquisition.

3.7 Optical Character Resolution (OCR)—The Contractor shall provide, upon request, two digital OCR copies of print materials in one or more of the following formats:

Digital Accessible Information System/National Instructional Materials Accessibility Standard (NIMAS) with cascading style sheet HyperText Markup Language (HTML) Portable Document Format (PDF), (unlocked, embedded fonts, single page) Rich Text Format (RTF)/Word document

3.8 SCORM® Compliance: The Contractor shall ensure digital modules are Sharable Content

Object Reference Model® (SCORM®) compliant. Per DoD Instruction 1322.26, digital modules shall be developed in compliance with the latest possible of SCORM® version.

3.9 Organizational Conflict of Interest (OCI): The Contractor (including any subcontractor) personnel performing work under this contract may receive, have access to, or participate in the development of, proprietary or Privacy Act information (e.g., personal information, education, etc.) may create a current or subsequent OCI as defined in FAR Subpart 9.5. Whenever the Contractor becomes aware that such access or participation may result in actual or potential OCI, the Contractor shall (1) immediately notify the Contracting Officer (KO) in writing and

(2) promptly submit a plan to the KO to avoid or mitigate any such OCI. Note: The KO will unilaterally determine if the Contractor’s plan is acceptable. If the KO determines the plan cannot satisfactorily avoid or mitigate an OCI, s/he may implement other remedies to include prohibiting the Contractor’s further participation in contracted requirements.

3.10 Travel

3.10.1 Area of Travel: The Contractor shall travel to each face-to-face professional learning meeting IAW PWS 2.1.3. The Contractor may be required to travel to off-site locations and ship training aids to these locations. Note: This contract does not authorize travel for Government personnel.

3.10.2 Travel Policy: The Government will reimburse the Contractor for allowable travel costs incurred by the contractor in performance of the contract and determined to be IAW FAR Subpart 31.2, subject to the following provisions:

travel required for tasks assigned under this contract shall be governed in accordance with rules set forth for temporary duty travel in the DoD Joint Travel Regulations (JTR). The Contractor shall execute all travel IAW DoD regulations and policies. All travel and expenses above $75 shall be approved by the COR in writing, prior to travel.

3.10.3 Travel: Travel, subsistence, and associated labor charges for travel time are authorized for travel beyond a 50-mile radius of the local office, whenever a task assignment requires work to be accomplished at an alternate work site. No travel, subsistence or associated labor charges for travel time shall be charged for work performed within a 50-mile radius of the Contractor’s local office, normal work site, or temporary work site unless approved in advance by the COR. Under no circumstances will costs be reimbursed for travel performed for personal convenience and daily travel to and from the normal work site, to include parking expenses.

3.11 Security Requirements—The Contractor shall follow the guidance if the professional learning occurs on a military base/installation:

3.11.1 Installation/Base Passes & Access: The local supporting military installation will issue all required installation/base passes to Contractor employees at no cost to the Contractor. To be eligible to perform work under this contract, the Contractor shal l meet all applicable European installation/base access requirements covered including Army in Europe Regulation 190-16 and USAFE Instruction 31-208. Passes shall be in each Contractor employee’s possession at all times while on a military installation. The Contractor shall return base passes to the appropriate office within one business day upon termination of employment or completion of this contract. The Contractor shall ensure that it coordinates Installation/Base Passes Access well in advance of the projected start dates for their employees as the turnaround is unpredictable and can vary for different locations.

3.11.2 Visitor Policies: The Contractor shall ensure all Contractor employees strictly comply with established DoDEA visitor policies pursuant to DoDEA Regulation 4700.2, Internal Physical Security, March 2001 and DoDEA Regulation 4700.1, DoDEA Antiterrorism Program and Standards Para 4.7.11, which can be provided by the COR upon request. This shall include the mandatory use of visitor badges necessitating the positive identification of all visitors and Contractors. Visitor or Contractor non-compliance with the visitor policy will be documented within 24 hours of occurrence for follow-up with the Contracting Officer or Installation Commander, as appropriate.

3.11.3 Identification Badges: All Contractor and subcontractor personnel who require physical access to a Federally-controlled facility and/or access to a Federally-controlled information system shall follow the Federal Information Processing Standards Publication (FIPS PUB) Number 201 "Personal Identity Verification of Federal Employees and Contractors" and the associated Office of Management and Budget (OMB) implementation guidance for personal identity verification OMB Guidance M-05-24, dated August 5, 2005, "Implementation of Homeland Security Presidential Directive (HSPD) 12-Policy for a Common Identification Standard for Federal Employees and Contractors" as required by FAR 4.13. The Contractor shall provide picture identification badges to all Contractor personnel. Identification badges shall be worn and visible at all times while

Contractor personnel are on Government premises. Badges shall display a recent picture of the Contractor employee, Contractor employee’s name, company name, and the badge expiration date.

3.11.4 Access to and Disclosure of Information: The Contractor may require access to data and information proprietary to a Government agency, another Government contractor, or of such nature that its dissemination or use, other than as specified in this contract, would be adverse to the interests of the Government or others.

Neither the Contractor, nor Contractor employees shall divulge or release data or information developed or obtained under performance of this contract, except to authorized Government personnel or upon written approval of the COR or designated representative. Disclosure of information regarding operations and services of the activity to persons not entitled to receive it, or failure to safeguard any classified, proprietary or other similar items or information that may come to the Contractor (or any persons under the Contractor’s control) in connection with work under this contract, may subject the contractor, contractor’s agent, or employees to criminal liability under Title 18, Sections 793 and 798 and/or other sections of the US Code. Neither the Contractor nor Contractor employees shall disclose or cause to be disseminated, any information concerning the operations of the activity that could result in, or increase the likelihood of, a breach of the activities’ security or interrupt the continuity of operations.

1) The Contractor shall direct to the COR, all inquiries, comments, or complaints arising from matters observed, experienced, or learned as a result of, or in connection with the performance of this contract, the resolution of which may require the dissemination of official information.

2) Inquiries received by the Contractor for work performed under this contract shall be referred to the Contracting Officer for evaluation under the Freedom of Information Act (FOIA) of 1975, Public Law 93-502, 5 U.S.C., Section 552.

The Contractor shall not release any information concerning the project to the public without written authorization from the Contracting Officer.

3) The Contractor shall not release any information (including photographs, files, public announcements, statements, denials, or confirmations) on any part of the subject matter of this contract, or any phase of any program hereunder, without the prior written approval of the Project Officer/COR. The Contractor shall not release information regarding individuals without prior authority of the Project Officer/COR. Any documentation showing individuals’ names or other personal information will be controlled and protected. The provisions of the Privacy Act of 1974, Public Law 93-579, 5 U.S.C., Section 552a shall apply.

4 Government-Furnished Information / Resources

4.1 Facilities: All face-to-face sessions will occur at a Government-provided facility.

4.2 Escorts: At the Government facilities, DoDEA will provide escorts, as required, for the

Contract Line Item Number (CLIN) – Basic structural element in a procurement instrument describing and organizing the required product or service for pricing, delivery, inspection, acceptance, invoicing, and payment. The use of the term “line item” includes “subcontract line number”, (SLIN), as applicable.

Contracting Officer (KO) – The only individual with expressed authority to obligate (bind) the Government by means of entering, administering, and terminating contracts within the limits of the authority delegated via a Contracting Officer’s warrant.

Contracting Officer’s Representative (COR) – Qualified and trained Government employee, nominated by the requiring activity (RA) and appointed in writing by a KO primarily to perform specific technical or administrative functions on a specific contract(s); serves as the ‘eyes and ears’ of a KO to assure the Government’s best interests are protected via the terms and conditions of the contract(s) appointed. COR’s do not have authority to obligate (i.e., bind) the Government.

Contractor - Supplier or vendor having a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

Deliverable – Usually physically delivered items but may include such items as digital documents/reports.

Performance Requirements Summary (PRS) – Tabular listing of performance objectives and standards that provides the basis for a meaningful QASP.

7.2 Quality Assurance Surveillance Plan (QASP): The Government will utilize a QASP to monitor Contractor performance on the contract, which can change at any time during the life of the contract. As such, the Government reserves the right to unilaterally edit the QASP at its discretion. The QASP primarily (1) focuses on what the Government will do to ensure the Contractor has performed IAW the performance standards and (2)

12 Feb 21 Page 13 defines how the performance standards will be applied, frequency of surveillance, and minimum acceptable quality/performance.

TECHNICAL EXHIBIT #1 - Technical Requirements

The Contractor shall comply with the applicable technical requirements detailed below.

1.1 Software and Cloud Security Requirements: The Contractor shall:

1.1.1 Ensure all online resources, cloud-based services and instructional software meet the Department of Defense (DoD) and DoDEA Cybersecurity requirements as defined below. Note: Software, cloud services and associated websites will be rigorously tested to ensure no security risks are posed to DoDEA infrastructure and its users.

1.1.2 Complete the Cloud Services questionnaire that was submitted as part of the proposal submission and provide copies of and/or access to any software in the proposed solution.

1.1.3 Ensure on-premises software support post-installation integration of the necessary Security

Technical Implementation Guides (STIG) for applicable systems and applications, including Microsoft Windows 10, Microsoft Windows Server 2016, Windows Server 2019, Microsoft Windows IIS, Apache, Oracle databases, and Microsoft SQL Server databases. Note: They may be downloaded from https://public.cyber.mil/stigs/downloads/.

1.1.4 Ensure vendor content accessible from the web is compatible with the following browser platforms: Internet Explorer 11, Google Chrome and Edge. Ensure that any applicable STIGs are implemented.

1.1.5 Ensure on-premises software which will be subject to static and dynamic analysis testing imposes no risk to DoDEA systems, users and/or data. DoDEA will assess software products to ensure compatibility with existing system configurations and software, testing may also include reverse engineering analysis. The vendor shall provide a plan of actions & milestones (POA&M) to mitigate any cybersecurity findings resulting from non-compliant and/or vulnerable components within 30 calendar days of notification from DoDEA.

1.1.6 Per DoD policy for cloud-based services, DoDEA will conduct a supplemental series of validations, which closely mirror the Federal Risk and Authorization Management Program (FedRAMP) Internet Cloud vetting processes. As part of this process, the Contractor shall participate, as needed, in interviews and deep system architecture inspections.

1.2 System Requirements: – The Contractor shall:

1.2.1 Ensure, per Section 1.1 (above), any software installed and/or accessed in or by a DoDEA system, network whether stand-alone or web-based, is compatible with standards cited herein.

1.2.2 Provide the minimum desktop/server system technical specifications, available reference architectures, networking specifications and diagrams, and applicable systems configuration documentation for the proposed product solution.

1.2.3 Ensure all software is compatible with the following minimum baseline:

1.2.4 Ensure that all software is completely functional on a standard DoDEA desktop without the need/requirement for administrative-level user rights and/or permissions or the requirement to use or insert external media to execute the software.

1.2.5 Provide software that does not require modifications to folder permissions while executing.

1.2.6 Ensure, if applicable, that software packages support unattended installation methods used by enterprise software packaging and deployment systems. Note: DoDEA currently distributes software packages via Microsoft System Center Configuration Manager (SCCM). Any, older 16-bit software will be automatically denied.

1.3 Data Management Requirements: The Contractor shall:

1.3.1 Provide a mechanism for batch administration and automation of routine data management tasks via flat file import, or representational state transfer (REST) based web service application programming interfaces (APIs). The mechanism shall provision and manage data objects within the Contractor’s system, including but not limited to organizational structures, student accounts, staff accounts, courses, and class rosters.

1.3.2 Provide all necessary documentation and assets to facilitate batch administration and automation of routine data management tasks, including but not limited to roster template files (i.e., comma separated value templates); data element/field definitions documentation; data interchange formats and schemas (XML/JSON); and/or data dictionaries for the purpose of mapping organizational student information system (SIS) data to the Contractor’s required input formats.

1.3.3 Provide a single point of contact to support DoDEA in performing the required data integration activities within the Contractor’s system.

1.3.4 Configure DoDEA enterprise within its system and/or databases as the appropriate organizational entity (i.e., region, district, school) upon a request in writing from the contracting officer’s representative (COR). Note: DoDEA’s organization hierarchy consists of the following: one system, three regions, eight districts, 62 communities, and 160 schools, which includes the DoDEA Virtual High School.

1.3.5 Participate in a technical meeting with DoDEA within ten business days after award for the purposes of preparing for onboarding of new services and initial configuration of administrator-level accounts.

1.3.6 Ensure the transfer of any Sensitive, Confidential data including but not limited to PII data be transferred in a secure means meeting any requirements set by DoDEA’s Chief Information Security Officer (CISO).

1.4 DoDEA Software License Keys: The Contractor shall provide (1) license keys and electronic downloads for software required under this Contract to the COR and (2) software directly to DoDEA schools, districts, or regions only if explicitly required to do so in the contract or in writing by the COR.

1.5 Cybersecurity Supporting Elements/Requirements and Scalability: The Contractor shall:

1.5.1 Comply with the same Federal law and DoD policies and guidance to which DoDEA is subject. These requirements include but are not limited to the cybersecurity requirements defined in the following documentation:

1.5.2 Provide security patches/upgrades to include third-party applications in response to public-released security vulnerabilities associated with its software solution. Provide a POA&M for any security vulnerabilities within five business days of discovery.

Software upgrades/patches shall be included in the licensing cost and be performed at the least disruptive times as determined by DoDEA in writing. Note: Any exception to this requirement must be approved in advance and in writing by DoDEA’s Chief Information Officer (CIO).

1.5.3 Ensure that any portion of its solution that involves Internet access by DoDEA students complies with the relevant requirements of the Children's Internet Protection Act, Pub.L. 106-554, § 1(a)(4) [Div. B, Title XVII, § 1701], Dec. 21, 2000, 114 Stat. 2763, 2763A-335.

1.5.4 Ensure its solution is robust enough to serve the needs of a large community of learners dispersed across the world using a variety of bandwidths and scalable to meet future growth, both in terms of instruction and the number of users.

1.5.5 Ensure Contractor staff who have access to DoDEA’s student, teacher and/or staff personally identifiable information take the DoD Privacy Act/ Personally Identifiable Information (PA and PPI/PII) training before gaining access to the data and yearly thereafter. Providing copies of the certificates of completion to the COR which can be audited at any time by the CISO or his/her designee.
