Diversity, Equity, Inclusion, and Accessibility (DEIA) Programs and Preferencing

On January 23, 2025, the Acting Secretary Ingrid C. Kolb issued a memorandum to suspend reference to Diversity, Equity, Inclusion, and Accessibility (DEIA) policies, programs, activities, and reviews involving or relating to DEI objectives and principles until further notice. Therefore, in accordance with the referenced Executive Order, all applicants applying under the notice of funding opportunity announcement, DE- FOA0003437, are directed to immediately suspend:

• Diversity, Equity, Inclusion, and Accessibility (DEI) policies, procedures, programs, activities, and reviews involving or relating to DEI objectives and principles until further notice.

• All DEI programs including those related to employee training, hiring, evaluation, promotion, and discipline, must be suspended.

No information with reference to DEI if applying for above referenced notice of funding opportunity announcement (NOFO) is required. Therefore, all references to Diversity, Equity, Inclusion, and Accessibility (DEIA) requirement mentioned in the NOFO on Pgs. 28 and 30 and as defined on Pg. 4 in the NOFO Attachment 6: Glossary of Terms and Definition is suspended and no longer required. All references to DEI requirements under this NOFO are suspended as noted above.

If you wish to seek an exception for a DEI policy, program, or procedures, please submit a request for exception to the Grants Officer for approval.
