Questions and Answers NNK16567219R

1. Section L.12(b)

Question: Page 75 states “using not smaller than 12 point type for all proposal text.” Is it permissible for us to submit a limited number of elements of the proposal using Times

New Roman font 10? Those elements would be: (1) Focus boxes; (2) Past Performance figure data, and (3) any figure using less than one third of a single sheet of text.

Answer: No. The 12 point font type for all proposal text remains unchanged.

2. SF 33 and Section L.16 E (2)

Question: Page 1 states “…this offer is accepted within 180 calendar days…” Page 96 states “…shall provide for a minimum offer acceptance period of 270 calendar days…”

Please clarify whether it is 180 days or 270 days.

Answer: Amendment 01 revises the RFP SF33, page 1, Block 12, minimum offer acceptance period from 180 calendar days to 270 calendar days.

3. Section L.16 C and Attachment L-07, Basic Cost Template (BCT)

Question: Page 92, Section L.16 (C), Volume III, Cost Factor, Section 3, Other

Information (f), the RFP states "Flex-Hours: The Offeror shall propose the following flex-hours using Attachment L-07 Basic Cost Template (BCT), Flex-Hours worksheet.

The Offeror shall use their labor classifications and map into the Government’s Labor

Categories. The pricing of the flex hours below will determine the flex-hour labor cost used for proposal evaluation and fee determination purposes. The actual skills required during contract execution may vary."

But, the FLEX Hours in the table given in (f) in the above noted Section L - FLEX Hours table do not match the Hours on The FLEX-Hours worksheet of Att. L-07 BCT for

Option 1, Year 3 and for Option 2, Year 4. Please clarify which is correct.

Answer: Amendment 01 to the RFP revises Attachment L-07, Basic Cost Template

“Flex Hours” tab, to match the flex-hours identified in the RFP Table L.16 (C), Volume

III- Cost Factor, Section 3, Other Information (f), which contains the correct skill mix to be proposed for the flex-hours. Offerors may use “Attachment L-07 Basic Cost Template

(BCT) Rev 1” provided in Amendment 01 OR may make the revisions provided in

Enclosure 1, Basic Cost Template Changes- Flex Hour Tab, in the original Attachment

L-07 Basic Cost Template “Flex Hours” tab.

4. Section M.4, Past Performance

Question: “Only contracts which are being performed or completed in the past 3 years will be considered recent.” Due to the potential unfair competitive advantage to the

Questions and Answers NNK16567219R incumbent, will the government consider 5 years of relevant past performance versus 3 years?

Answer: The Government has not identified any unfair competitive advantage based upon the RFP past performance factor’s stated definition of recent contracts. Contracts which have been performed or completed in the past 3 years are deemed sufficient to allow all offerors to establish a record of relevant performance.

5. Section L.16B(c), Past Performance

Question: “The Offeror may submit additional information at its discretion (within page limits) if it considers such information necessary to establish a record of relevant performance.” Section M.4 Factor 2: Past Performance reads, in part, “The Offeror and proposed Major Subcontractors (as defined in L.16.B) recent and relevant performance of work similar in size, content, and complexity to the requirements of this solicitation will be evaluated.” Will the government evaluate additional past performance information of minor subcontractors submitted per L.16.B (c) that do not meet the definition in L.16.B?

Answer: No. In accordance with Section M.4, Past Performance, only Offerors and

Major Subcontractor’s recent and relevant performance of work similar in size, content, and complexity to the requirements of this solicitation will be evaluated.

6. Section L.16 B (c), Past Performance

Question: “The Offeror may submit additional information at its discretion (within page limits) if it considers such information necessary to establish a record of relevant performance.” Is other past performance information submitted per L.16 B (c) limited to performance completed within the last three (3) years?

Answer: Amendment 01 revises the RFP to delete L.16 B (c).

7. Section L.16B, Past Performance

Question: Does the safety performance information need to be submitted only for the

Prime or is the safety performance information required for each citation for both Prime and Major Subcontractor?

Answer: Only the Offeror’s safety performance information over the last 3 years is required to be submitted per Volume II: Past Performance (d).
