• Did KSC consider setting it aside further as a subset of small business (e.g., HUBZone, 8(a), Woman Owned Small Business, Veteran Owned Small Business)?

• Is the intent to award this total small business set-aside to 100 percent small businesses?

FAR Part 7 requires agencies to perform acquisition planning on all acquisitions. Therefore, KSC developed an acquisition plan in accordance with the procedures under FAR Subpart 7.104.
Using the policies and procedures prescribed in FAR 19.5 and based on the capabilities statements received from the KPSC sources sought synopsis’, it was determined that this acquisition could be effectively achieved with a total small business set-aside. Subsets of small business set-asides and the associated risks of further setting the KPSC aside were considered, but were not supported by market research. The total small business set-aside determination and rationale were coordinated and concurred by the KSC Small Business Specialist and the local Small Business Administration. The acquisition plan was coordinated with NASA/KSC management, including the KSC Competition Advocate, and was approved prior to the release of the pre-solicitation synopsis and draft request for proposal (DRFP). Based on the approved acquisition plan, the KPSC is and will remain a total small business set-aside. Reference Provision L.4, page L-6, for small business considerations.
