NNJ16JA52B – COMIT JOFOC

work under the contract, disclosure of a certificate of current cost or pricing data and based on other information that is available regarding current market prices. The Contracting Officer will ensure inputs from the Contracting Officer’s Representative and/or technical representatives are incorporated, as well as other information that may be available to the Government at the time of receipt of the contractor’s proposal.

8. FAR 6.303-2(b)(8) – Description of the market research conducted, and the results, or a statement of the reasons a market research was not conducted:

The following market research was conducted in preparation for this acquisition:

• The Government reviewed other Agency contracts for similar services to determine if some or all of the requirements could be met by current contracts The following Agency contracts were reviewed:

o Kennedy Infrastructure, Applications, and Communications Contract, 80KSC0017C0011 o Enterprise Application Service Technologies 2 Contract, NNX16MB01C o Ames Consolidated and IT Services, 80ARC18R0010 o Marshall Space Flight Center’s Strategic Research and Analysis, Communications, and Exhibits Services Contract, 80MSFC19R0024

It was determined that each of these contracts contain similar scope as the COMIT requirements; however, none of the contracts could absorb all of the work that is being performed on COMIT today due to scope limitations and/or available contract value ceilings. In addition, COMIT includes more specialized services, such as mission imagery, than the other Center contracts.

• The Government also reviewed the National Institutes of Health IT Acquisition and Assessment Center Chief Information Officer-Solutions and Partners 3 Small Business GWAC and the General Service Administration’s Veterans Technology Services 2 GWAC. It was determined that these contracts do not contain the appropriate scope to incorporate all of the work that is being performed on COMIT today.

In order to procure the COMIT services would need to be awarded. Due to multiple constraints, it is in the best interest of the Government to extend the current COMIT contract to avoid substantial duplication of cost to the

Government that is not expected to be recovered through competition.

9. FAR 6.303-2(b)(9) – Any other facts supporting the use of other than full and open competition:

NASA recognizes that other offerors may be able to provide the necessary IT and Communication support services but not under the constraint that the effort must begin on May 1, 2021. Transitioning a new contractor poses a high risk to NASA’s ability to execute its mission of supporting Agency programs including the International Space Station Program. This would lead to a substantial duplication of costs
