2023 Earth System Explorers (ESE) Amendment 1: Modifications/Revisions/Additions
This amendment makes a series of changes including:
• In section 5.2.7, clarified requirements on SCaN services and how the proposed costs for these services should be budgeted by proposers.
• In section 5.2.9, removed reference to the documents Afternoon Constellation
Operations Coordination Plan and Afternoon Constellation Contingency
Procedures. These documents will not be provided as they no longer reflect the current status of the existing orbital constellations and therefore are not applicable to ESE proposals. Please note that the purpose of Section 5.2.9 is to make proposers aware that the constellation members may levy additional requirements on a selected mission planning to fly in the constellation. This section also requires that proposals for missions that need to fly in an existing orbital constellation acknowledge that there may be additional requirements and demonstrate that the requirements will be accommodated if selected.
• Updated Requirement 63 to fix typographical error on page length requirement for Appendix J.13, Diversity and Inclusion Plan.
The proposal due date remains unchanged. Questions will be accepted by email only, and must be addressed to thorsten.markus@nasa.gov with the subject line to read "2023
ESE AO." The Question and Answer (Q&A) period for the 2023 ESE AO ends at 11:59 pm Eastern Time on July 19, 2023, 14 days before the proposal due date. Q&As will be posted on the 2023 ESE Acquisition Homepage at https://explorers.larc.nasa.gov/2023ESE/. Anonymity of persons and institutions who submit questions will be preserved.
