No. Question Answer 1 App. Q Sct. 12.6 Intellectual

Property. Confirm that Intellectual Property should be addressed separately from the Study Approach, and submitted as a separate document / additional attachment to the proposal?

Suggested answer:

Answering section “12.6 Intellectual Property” can be included in the Study proposal stating acknowledgement and acceptance of the objectives outlined in the omnibus BAA, Section 2.7, Intellectually Property Developed Under an Award. If there are any issues or reservations regarding Data Rights and Patent Rights please include in your response.

2 App. Q Sect. 10 Organizational Conflict of Interest (OCI). Section 10 states, "Each Offeror shall submit an Attachment B – OCI Avoidance Plan (OCI Plan) with its proposal," while both Table 3 and Section 12.9 list Attachment B as "Attachment B: Model Contract."

Clarify if the OCI plan should be contained within Attachment B:

Model Contract or if it should be submitted as a separate document/attachment to the proposal?

The OCI plan will become Attachment B of your Contract.

3 App. Q Sect. 11.1 Instructions for Proposals and Section 12 Proposal Format and Contents. Given the requirement that "Proposals must be submitted as one searchable, unlocked PDF file with edit permission enabled," and this requirement from 11.1 that "Files can be zipped into one titled

Appendix_Q_VENDORNAME.zip” or uploaded individually," and this requirement from 12.9 that "Along with the proposal, the Offeror shall provide the following attachments," clarify whether Offerors are allowed to submit separate files (e.g., Vol 1, Single PDF is preferable.

2, 3, and Attachments A, B, C, D, etc.) or whether Offerors must combine all files into a single PDF document?

4 App. Q Sect. 4.2.17.c.i Compute

Requirements. "Compute Requirements: compatible with current commercially available edge compute nodes, utilizing no more than 80% of the CPU and memory resources under peak operational conditions." Confirm if this is a requirement on the hosting of the NOMS orchestrator or just a requirement for the clients that connect to it?

Answer:

Upon further consideration, we are providing the following clarifications and updates:

1. Scope of the Requirement:

The compute requirement applies primarily to the hosting of the NOMS orchestrator. However, we expect that clients connecting to the orchestrator will also maintain efficient use of resources to ensure overall system performance and reliability.

2. Relaxation of the Key Performance Parameter (KPP):

We understand the dynamic nature of edge compute environments and the potential for peak resource usage to occasionally exceed initial estimates. Therefore, NASA will allow for higher CPU and memory utilization levels during peak operational conditions. Specifically, we will permit up to 90-95% utilization of CPU and memory resources, provided that this increased utilization does not adversely impact system performance.

3. Performance Assurance:

It is essential that any proposed solution maintains consistent and reliable performance despite higher resource utilization. Vendors should be prepared to demonstrate that their solutions can operate effectively under these conditions, ensuring that no degradation in performance occurs.
