Note to Potential SESDA IV Offerors:
Based upon comments received in response to the DRFP, we have reformatted and updated the WAPS documentation to provide missing data that was missing in several larger cells that contained text beyond what Microsoft Excel is capable of displaying.
Specifically, updates to the following WAPS were made:

The Geostationary Operational Environmental Satellites-R Series
(GOES-R) is the next generation of geostationary weather satellites. The program is a collaborative development and acquisition effort between the National Oceanic and Atmospheric
Administration (NOAA) and the National Aeronautics and Space
Administration (NASA). GOES-R communications efforts focus on conveying the value the mission brings to the nation and on preparing users for the new types of satellite imagery and data that will be available from the GOES-R satellite series. Audiences include key stakeholders, the science community, academia, international organizations, the general public, and federal, state, and local agencies. Contractors will supply experience in the area of public communications, demonstrating in particular a high level of written, management, and graphics skills and the ability to work with engineers and scientists, videographers, and animators to produce communications products that translate highly technical information into language easily understood by lay audiences. GOES-R coordinates education and outreach activities with NESDIS Headquarters, and the NOAA and NASA
Offices of Education and Communications. Task members provide direct support to the GOES-R Program Office (GPO) in the areas of creating scientific and programmatic materials and providing the coordination and logistics support to accomplish tasks.

Integration Design
Support
Provide mechanical design and engineering support to the JWST
Mission integration team. The major task will be to provide support to the Observatory Integration and Test Manager to develop layouts for transporting the observatory from Northup
Grumman in Redondo Beach, to the Ariane launch site in French
Guiana. This will include layouts of the facilities at French Guiana and layouts of the payload in the transportation vessel (ship) to optimize space and preferred locations. A secondary task is providing design support to the CORE2 cryogenic test, which occurs at GSFC in the large Space Environmental Simulation (SES) vacuum chamber. This test is the primary core thermal validation test for JWST to ensure the mission thermal design will ensure the required science.

WFIRST Electrical
Systems Support
This work activity includes electrical systems support for the
Wide-Field Infrared Survey Telescope (WFIRST) mission detector electronics development, and in particular the cold electronics architecture and implementation. WFIRST is a NASA observatory designed to perform wide-field imaging and slitless spectroscopic surveys of the Near Infra-Red (NIR) sky. The science data products produced by the WFIRST detector will help address essential questions in exoplanet and dark energy research and will advance topics ranging from galaxy evolution to the study of objects within the Galaxy and within the Solar System.

The Integrated Science Instrument Module (ISIM) Optics Team supports the James Webb Space Telescope (JWST) project at the
Goddard Space Flight Center. The Optics Team supports optical verification of the ISIM Element (includes metering structure and science instruments) in the SES chamber. The contractor shall support the team in developing, documenting, and running the optical test plans, procedures, and data analysis tools required for ISIM Element level verification of optical requirements during the ISIM cryogenic vacuum tests. As requested, the team shall also identify key optical and/or data analyses that need to occur to prove feasibility of the recommended test or analysis approach.

JWST OTIS Science
Calibration Support
The contractor shall perform a variety of data reduction and analysis tasks in support of James Webb Space Telescope (JWST)
Optical Telescope Element (OTE) and Integrated Science
Instrument Module (ISIM) science calibration and optical testing.
This shall include the development of data analysis algorithms and procedures to explore a range of calibration and characterization phenomena for JWST instruments and the telescope. This shall also include shift work to perform quick-look analysis and/or test planning during 24/7 cryogenic vacuum test campaigns. In addition, the contractor shall perform optical engineering and other image and spectral data analysis to support these astronomy instruments. Contractor personnel shall work independently to develop detailed analytical methods and procedures based on high level science and engineering requirements, and shall also develop enhancements to software tools used for test planning and analysis.

Work activities for this WAP include: 1) Support the operation/development of the ESDIS Metrics Systems (EMS), and analyze the ingest, archive, distribution and user metrics and perform special metrics analyses. 2) Provide support for the development of a combined metadata system 3) Perform Digital
Object Identifiers (DOI) support activities 4) Provide support to compile new missions requirements for missions that are/may be assigned to ESDIS. 5) Provide system administration support 6)
Provide administrative and technical support to the ESDIS Project and Instrument teams, particularly supporting interfaces between the instrument teams, the DAACs and ESDIS;
7) Provide documentation and web support. Specific task activities planned for each of the 6 major areas are listed below:
#1 Metrics Analyses
Analyze ingest, archive, distribution and user metrics of the EOS/non-EOS products gathered by the EMS (ESDIS
Metrics System), and create/disseminate status reports.
Also, perform special, customized metrics analyses/studies. Provide metrics to ESDIS Project, NASA HQ, instrument teams and data centers as needed. Generate routine (weekly, monthly and yearly) and special reports. Perform data validation and QC of
EMS data. The metrics support will include analyses of ingest, archive, distribution and user metrics of the non-standard products from LANCE (Land Atmosphere
Near real-time Capability for EOS), FIRMS (Fire
Information for Resources Management System) and
GIBS (Global Imagery Browse Service). This activity also includes the support for the EMS System developers in the data reconciliation and/or validation, data error

#2 Systems Administration Support
Provide system administration and user support for the
ESDIS Projects (EMS)and the Suomi National Polar-orbiting Partnership (S-NPP) Science Data Segment
(SDS) Data Depository and Distribution Element (SD3E) subsystem servers. Monitor, troubleshoot and tune system-level software and hardware. Procure and integrate additional equipment into configuration as directed and make these systems fully functional and accessible to the users. Monitor the equipment for stability and compliance with NASA security measures and configure them above requirements. Support and develop a cost effective VMware virtual environment to meet current ESDIS/EMS and SD3E needs. Manage
Storage Area Network (SAN) implementations from both Data Direct Networks and Dell for use within
VMware and other proprietary and open source software. Perform routine system backups (both incremental and full backups). Maintain documentation of existing infrastructure and routine processes for administering the systems. Research, evaluate, design and implement new technologies/systems as appropriate. Note: It is anticipated that SD3E systems will be de-commisioned by March, 2016.
#3 ESDIS Instrument Interface Support
Provide interface management support for science instruments as required (such as MISR, TES, MOPITT, and the rest of the ASDC-related instruments and the
NSIDC-archived instruments AMSR-E and AMSR 2) on behalf of the ESDIS Project. Conduct regularly
ATR E-Mail Address scheduled meetings/teleconferences, and ad hoc meetings with the other ASDC teams, and assist other
Interface Managers with theirs. Attend AMSR-E, MISR and other instrument technical interchange meetings, as approved. Provide support for other meetings, as may be requested by ESDIS Project management. Help develop Interface Control Documents (ICD) as required, for example specify requirements for AMSR 2 data flows needed for production and archiving of AMSR2 data products generated by the U.S science team's algorithms.
#4 Documentation and Web Support
Develop routine (weekly and monthly) ESDIS reports based on the information received from the DAAC managers and ESDIS project leaders. Create meeting summary documents of various EOSDIS User Working
Group (UWG), such as, all EOSDIS DAAC UWG , UWG telecons, and Land and Atmosphere Near-real time
Capability for EOS (LANCE) UWG. Develop listing of the citations in scholarly journal articles, books, and proceedings that used data from EOSDIS DAACs.
Update ESDIS User Manuals and internal documents and provide technical editing of various documents.
#5 ESDIS Common Metadata Server (CMR)
Support
Assist ESDIS Project in evaluating metadata components of the existing systems such as ECHO, GCMD and EMS, and mapping the EMS metadata to those of the existing systems. Perform requirements analysis for the development of the new ESDIS CMR
#6 Digital Object Identifiers (DOI) Support

Assist ESDIS Project in developing procedures for the registration of the DOIs and periodically update an operational concept document for the DOI. Help assist data providers in reserving and registering the DOIs with the DOI authority, and review DOIs metadata provided by the data providers. Interface with data providers in developing the DOIs and provide technical assistance when needed. Update the ESDIS DOI wiki website with the current information.
#7 Entrust Certificate Management for Code 400
Server
Manage end-to-end process for Entrust Certificate management for Code 400 servers. This includes addressing all requests for account creation or renewal and generating signed certificate, then delivering to requestor.
8) Communicate information about NASA EOSDIS data holdings, data information, services and tools using variety of communication mediums (e.g, social media, web, webinars, tutorials and print [when required]). 9) Foster communication with end-user community by supporting variety of Earth science events including specialized technical end-user workshops, select
Earth science conferences, Earth science community meetings as well as virtually via NASA Earthdata social media accounts and webinars. 10) Plan, organize and deliver Earthdata monthly data discovery and data access webinars. 11) Participate in internal-agency social media and communications telecons and workshops, as required 12) Write news announcements, NASA
EOSDIS "Who Uses NASA Earth Science Data?" User Profiles and feature or short articles within the following categories:
Technology and Informatics, Data/Tools in Action, and
Standards/Interoperability. 13) Write content/articles for other topics as assigned by NASA ESDIS and related project personnel.
This content will be curated to use on the NASA Earthdata

Select weekly NASA Earthdata image and write content for all
Point of Interest (POIs) that accompany image. 15) Coordinate
DAAC participation at approved conferences. For these, support conference planning, conference staffing and other logistic support. 16) Incorporate new communication techniques (e.g.
social media) and research new venues or activities and ways in which to communicate about NASA's data, data center services, data tools using new or existing outreach material. 17) Maintain the EOSDIS Communications section of the Earthdata wiki. This includes maintaining Article Database/Assignment Chart, User
Support/Communications Team Database, social media metrics and social media posting schedules, webinar schedule and statistics. 18) Develop and update Communications related content designated for the User Resources portion of the
Earthdata website as required 19) Launch and participate in cross-DAAC end-user data discovery and data access workshops.
Identify content/speakers, tools and develop schedule for these activities. 20) Create annual communications strategy for ESDIS
Sr. Management Review/Approval 21) Create engaging content for, manage and grow all NASA Earthdata Social Media accounts in line with the NASA Social Media guidelines. This includes

Web Group, which is responsible for supporting the SED web presence. A large component of the support is for the SED dynamic website, based on a MySQL database, with Cold Fusion code running in FuseBox. This activity also supplies the Code 600 web Editor-in-Chief who will work with the Code 600 Web Council and with the SED Assistant Director for Science Communication to continue the development and implementation of the
Directorate's organizational website as well as to work with others across the Directorate to generally improve the SED's entire web presence. Support for web design is also included, wherein the contractor will support SED and CISTO web development efforts to design web site navigation, graphics, and layout.

HECN Network
Support
The contractor shall provide a range of technical services from strategic network planning to operational network management to meet the HECN requirements of the CISTO. In particular, the contractor shall design and develop high speed network architectures, conduct networking technology assessment and product evaluation, perform network systems hardware and software installations and configurations, perform network system administration, and support network-related user help desk activities for the CISTO. The HECN task involves world class network engineering for advanced networking technologies, protocols, and applications, in such areas as optical networking, wave division multiplexing (WDM), fixed and adaptive wavelength transponders, single and link-aggregation of multiple
10-Gigabit Ethernets (as well as 40- & 100-Gigabit Ethernets), storage area networks (SANs), High Definition based video conferencing, wireless networks, multicasting, QOS/COS, dynamic circuit provisioning using MPLS/GMPLS, alternative TCP and UDP transport protocols, and application performance optimization for very high bandwidth*delay networks. This world class expertise is applied across LAN, MAN, and WAN environments, including across high performance international networks.
SPECIFIC REQUIREMENTS ==>> New Network Planning and Design
a. Requirements definition. Collect and analyze user/project requirements in terms of network capacity, capabilities, adherence to standards, science benefit, budgetary constraints, and timetables. Develop an understanding of network user goals and derived requirements. Define processing and throughput requirements to be satisfied. b. Research Alternatives. Research alternative possible solutions to achieve identified user/project network requirements, through searches and examination of network literature on relevant state of the art network technologies, discussions and meetings with network equipment and service providers on their new capabilities, and collaboration with other partner advanced network engineering staffs. Selection. Based on design criteria and initial evaluations, select candidate vendors and vendor equipment for extensive in-house testing. For unproven technologies, obtain loaner equipment in advance of purchase to validate proof of performance capabilities and reduce overall project costs. b. Product Acquisition. Assist with acquiring the required components for the network prototyping, or subsequently for production deployment, whether via procurement, vendor loaner equipment or beta tests, or equipment provided by collaborating network organizations. c. Product Testing. Develop test scenarios, determine best product configurations, and conduct product testing to determine the accuracy of vendor claims, interoperability and suitability to our environment. Beta test emerging products and perform collaborative testing with other projects internal and external to Goddard. Design configurations to stress test various products and make most effective use of limited resources. Perform objective measurements of product capabilities. Provide feedback to the vendors about problems and desired enhancements/changes. d. Prototype System Test and
Evaluation. Initial prototyping focuses on individual component testing, to evaluate and select among competing vendor equipment. The later stages of network prototyping involve combining the selected network components into a network system that is intended to model a future new production
ATR E-Mail Address network capability, evaluating performance of the system as a whole and the proper interoperability of all its components, identifying any problem areas, and devising and testing solutions for any identified problem areas. System testing may involve network emulation of LAN, MAN, and WAN network environments to speed up network prototyping activities, reduce overall project costs, and provide a baseline for subsequent real world testing. Develop test plans for system verification.
Configure equipment to enable tests to be conducted. Run tests which may involve network simulation, configuration of physical and logical (virtual) Local Area Networks (VLANs). e. Based on product and prototype system assessments, provide expert reviews, suggestions, and recommendations for purchases to implement desired new network capabilities. ==>> Deployment of New Networking Capabilities a. The contractor will support the Terra Project Science (PSO) office in the area of technical data acquisition, will aid in the preparation of reports, presentations, and published materials both directly related to Terra Project Science and related research efforts. Employee also provides editorial support to the
PSO in the preparation of the response to the 2015 Senior Review
Panel as needed. This review is bi-annual. The employee will assess the calibration quality of sensors related to the Terra project, including those systems that are used in combination with Terra instruments, such as the high-resolution imagery from
Earth Observing System (EOS) sensors. The work relies on processing approaches developed by the contractor using IDL or similar software to evaluate the at-sensor and surface leaving reflectance and radiance from the sensors to be studied. The contractor will also refine and improve upon radiometric calibration techniques and methodology by incorporating the use of hyperspectral imager, image processing techniques, and statistical approaches. Corrections for surface directional reflectance, atmospheric, and sun angle effects will be incorporated.

The contractor's primary responsibility is to support the installation and operation of the Goddard Science on a Sphere
(SOS) systems that are located in the Globe Theater at Goddard, the visitor center at Wallops, the Danville Science Center in
Virginia, and the traveling SOS systems procured for SCAN-HQ.
This includes designing and conducting visitor programs using newly created and existing data sets. The design effort frequently involves working with NASA Goddard's science community to bring new data sets to SOS. All of these data sets and programs are made available to the larger SOS User Community worldwide, to promote NASA's science mission. The data sets are used to enhance the use of SOS within the outreach community, to facilitate the worldwide growth of SOS. Develop requirements for Web Operations (WebOps) interface. Develop additional components necessary for a fully integrated and functional WebOps environment. Complete ISO

#3 MAINTENANCE OF LINKS
Monitor the reports provided by the GCMD's Link Checker for broken and redirected links. Report broken links to metadata authors (if known) urging the authors to update links using docBUILDER. Fix links using the GCMD Link Editor in records where (1) GCMD personnel are the authors of the record, (2) the author is unknown, (3) the record is owned by a NASA data center, (4) the author is unresponsive in fixing the links. Upgrade

#4 EXPANSION OF GCMD DIF QUALITY FIELD
Expand the GCMD Directory Interchange Format (DIF) Quality field to provide the user with sufficient information to determine the quality and accuracy of the data set (at the collection level). A broad interpretation is intentionally offered at the early stage of the effort to cover all our future options. Interact with the GCMD user community in order to determine the user's needs when performing a query on this field.
#5 DOCBUILDER OUTREACH
The GCMD Science Team will hold informal workshops for scientists and data set managers, demonstrating the use of the
GCMD's docBUILDER tool for describing collection-level metadata. Workshops will focus on, but will not be limited to, NASA mission teams (Decadal Survey, Aquarius, etc), ESIP
Federation meeting participants, and other EOSDIS partners.
#6 MAINTENANCE
Identify and correct discrepancies and errors in software and data for dataset and services descriptions, and document all changes through internal configuration management systems. Make changes to software and data systems to improve functionality.
Continue to provide for portal navigation and similar capabilities.
Install COTS software, open source software and operating system applications in order to provide a functional, stable and secure system environment. Install COTS and other software to enhance development activities or upgrade systems.
#7 DATA COMMUNITY INTERACTIONS
Interact with the science community, including (but not limited
to) NASA EOSDIS (ECHO, ECS, EOSDIS Data Centers), ESIPs/REASoN CAN, MEaSUREs by participating in meetings, ATR E-Mail Address telecons, coordinating with DAACs, ESIPs and others in writing
DIF, SERF, and CD metadata. In addition, participate in education and outreach activities in order to promote the utilization of the
GCMD as a tool for discovery of scientific data, services, and climate diagnostics. Extend to UMM-C, UMM-V and UMM-S accordingly.
Collaborate with partners and coordinate metadata population efforts (as well as revisions and updates to metadata entries).
Continue collaborations with the science community to increase awareness of GCMD and investigate new methods to increase population of the system. Work with partners and others in analyzing new and modified controlled vocabularies for data set and services metadata search and retrieval.
#8 USER SUPPORT
Assist our users, inside and outside of NASA, with technical questions and provide information about the GCMD. Specifically support DAAC users, EOSDIS users and Committee for Earth
Observing Satellites (CEOS) users in collaborative efforts in the spirit of open data and information sharing among partners.
#9 GCMD PROMOTION
Participate in science and technical conferences and seminars, present papers, posters, and demonstrate the GCMD at conferences (where applicable), meetings, and workshops.
#10 TRAINING
Continue to seek additional training for staff through contractor programs or government-funded vendor programs. Ensuring that the GCMD staff is optimally trained in their respective disciplines will help guarantee that the project will remain on the cutting edge of user interface design, usability, systems integration and next generation web technologies.
