About this file
This document is a Department of Veterans Affairs (VA) contract award for Dental Records Manager (DRM) Plus software support and maintenance, awarded to Blue Tech Inc. for $53,012,085.54, with a base period from October 1, 2025 to September 30, 2026 and four 12-month option periods. The contract covers enterprise-wide support for DRM Plus and electronic Dental Record Manager (eDRM) software, including technical support, software maintenance, implementation at Oracle/Oracle Health sites, training, and interface optimization for VA's dental information systems.
Key requirements include maintaining software compatibility with VA's VistA and Oracle Millennium electronic health record systems, providing help desk support, conducting system updates and modifications, developing training materials, and supporting the transition of DRM Plus to a cloud-based solution. The contract includes optional tasks for cloud enhancement, community care management module development, additional training, and continued implementation at VA medical sites. The scope encompasses supporting over 7,000 daily dental outpatient encounters across VA facilities, with specific performance metrics for incident resolution, system maintenance, and ongoing software optimization.

B.1 GOVERNING LAW
Federal law and regulations, including the Federal Acquisition Regulations (FAR), shall govern this Contract/Order. Commercial license agreements may be made a part of this Contract/Order but only if both parties expressly make them an addendum hereto, as permitted by FAR 12.212. If the commercial license agreement is not made an addendum, it shall not apply, govern, be a part of or have any effect whatsoever on the Contract/Order; this includes, but is not limited to, any agreement embedded in the computer software (clickwrap), any agreement that is otherwise delivered with or provided to the Government with the commercial computer software or documentation (shrinkwrap), or any other license agreement otherwise referred to in any document. If a commercial license agreement is made an addendum, only those provisions addressing data rights regarding the Government’s use, duplication and disclosure of data (e.g., restricted computer software) are included and made a part of this Contract/Order, and only to the extent that those provisions are not duplicative or inconsistent with Federal law, Federal regulation, the incorporated FAR clauses and the provisions of this Contract/Order; those provisions in the commercial license agreement that do not address data rights regarding the Government’s use, duplication and disclosure of data shall not be included or made a part of the Contract/Order. Federal law and regulation including, without limitation, the Contract Disputes Act (41 U.S.C. § 7101 et seq.), the Anti-Deficiency Act (31 U.S.C. § 1341 et seq.), the Competition in Contracting Act (41 U.S.C. § 3301 et seq.), the Prompt Payment Act (31 U.S.C. § 3901 et seq.), Contracts for Data Processing or Maintenance (38 USC § 5725), and FAR clauses 52.212-4, 52.227-14, 52.227-19 shall supersede, control, and render ineffective any inconsistent, conflicting, or duplicative provision in any commercial license agreement. In the event of conflict between this clause and any provision in the Contract/Order or the commercial license agreement or elsewhere, the terms of this clause shall prevail. The Contractor shall deliver to the Government all data first produced under this Contract/Order with unlimited rights as defined by FAR 52.227-14. Claims of patent or copyright infringement brought against the Government as a party shall be defended by the U.S.
Department of Justice (DOJ) in accordance with 28 U.S.C. § 516; at the discretion of DOJ, the Contractor may be allowed reasonable participation in the defense of the litigation. Any additional changes to the Contract/Order must be made by modification (Standard Form 30) and shall only be made by a warranted Contracting Officer. Nothing in this Contract/Order or any commercial license agreement shall be construed as a waiver of sovereign immunity.
B.2 SOFTWARE LICENSE, MAINTENANCE AND TECHNICAL SUPPORT
SOFTWARE LICENSE, MAINTENANCE AND TECHNICAL SUPPORT:
(1). Definitions.
a) Licensee. The term “licensee” shall mean the U.S. Department of Veterans Affairs (“VA”) and is synonymous with “Government.”
b) Licensor. The term “licensor” shall mean the Contractor having the necessary license or ownership rights to deliver license, software maintenance and support of the computer software being acquired. The term “Contractor” is the party identified in Block 17a on the SF1449. If the Contractor is a reseller and not the Licensor, the Contractor remains responsible for performance under this Contract/Order.
c) Software. The term “software” shall mean the licensed computer software product(s) cited in the Schedule of Supplies/Services.
d) Maintenance. The term “maintenance” is the process of enhancing and optimizing software, as well as remedying defects. It shall include all new fixes, patches, releases, updates, versions and upgrades, as further defined below.
e) Technical Support. The term “technical support” refers to the range of services providing assistance for the software via the telephone, email, a website or otherwise.
f) Release or Update. The term “release” or “update” are terms that refer to a revision of software that contains defect corrections, minor enhancements, or improvements of the software’s functionality. This is usually designated by a change in the number to the right of the decimal point (e.g., from Version 5.3 to 5.4). An example of an update is the addition of new hardware.
g) Version or Upgrade. The term “version” or “upgrade” are terms that refer to a revision of software that contains new or improved functionality. This is usually designated by a change in the number to the left of the decimal point (e.g., from Version 5.4 to 6).
(2). Software License.
a) Unless otherwise stated in the Schedule of Supplies/Services, the Performance Work Statement or Product Description, the software license provided to the Government is a perpetual, nonexclusive license to use the software.
b) The Government may use the software in a networked environment.
c) Any dispute regarding the license grant or usage limitations shall be resolved in accordance with the Disputes Clause incorporated in FAR 52.212-4(d).
d) All limitations of software usage are expressly stated in the Schedule of Supplies/Services and the Performance Work Statement/Product Description.
(3). Software Maintenance and/or Technical Support.
a) If the Government desires to continue software maintenance and support beyond the period of performance identified in this Contract/Order, the Government will issue a separate contract or order for maintenance and support.
Conversely, if a contract or order for continuing software maintenance and technical support is not received, the Contractor is neither authorized nor permitted to renew any of the previously furnished services.
b) The Contractor shall provide software support services, which includes periodic updates, enhancements and corrections to the software, and reasonable technical support, all of which are customarily provided by the Contractor to its commercial customers to cause the software to perform according to its specifications, documentation or demonstrated claims.
c) Any telephone support provided by Contractor shall be at no additional cost.
d) The Contractor shall provide all maintenance services in a timely manner in accordance with the Contractor’s customary practice or as defined in the Performance Work Statement or Product Description. However, prolonged delay (exceeding two business days) in resolving software problems will be noted in the Government’s various past performance records on the Contractor (e.g., www.cpars.gov).
e) If the Government allows the maintenance and support to lapse and subsequently wishes to reinstate it, any reinstatement fee charged shall not exceed the amounts that would have been charged if the Government had not allowed the subscription to lapse.
(4). Disabling Software Code.
The Government requires delivery of computer software that does not contain any code that will, upon the occurrence or the nonoccurrence of any event, disable the software. Such code includes but is not limited to a computer virus, restrictive key, node lock, time-out, or other function, whether implemented by electronic, mechanical, or other means, which limits or hinders the use or access to any computer software based on residency on a specific hardware configuration, frequency of duration of use, or other limiting criteria. If any such disabling code is present, the Contractor agrees to indemnify the Government for all damages suffered as a result of a disabling caused by such code, and the contractor agrees to remove such code upon the Government’s request at no extra cost to the Government. Inability of the Contractor to remove the disabling software code will be considered an inexcusable delay and a material breach of contract, and the Government may exercise its right to terminate for cause. In addition, the Government is permitted to remove the code as it deems appropriate and charge the Contractor for consideration for the time and effort expended in removing the code.
(5). Manuals and Publications.
Upon Government request, the Contractor shall furnish the most current version of the user manual and publications for all products/services provided under this Contract/Order at no cost.

PERFORMANCE WORK STATEMENT (PWS)
DEPARTMENT OF VETERANS AFFAIRS
Office of Information & Technology
DRM Plus and eDRM Support and Maintenance
Date: 8/22/2025
VA-26-00000202
1.0 BACKGROUND
The Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Enterprise Program Management Office (EPMO) strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans’ dental care in an effective, timely and compassionate manner. VA depends on Information Management/Information Technology (IM/IT) systems to meet mission goals.
The Veterans Health Administration (VHA) Office of Dentistry implemented the Document Storage Systems, Inc. (DSS) Dental Record Manager (DRM) software product throughout VA in 2001. In 2003/2004, DRM was significantly enhanced and thus renamed Dental Record Manager Plus (DRM Plus). At that time, it was reclassified as a Veterans Health Information Systems & Technology Architecture (VistA) Class I software product. DRM Plus, as currently deployed throughout VA, utilizes the graphical charting component of the Discus Dental Clinical Vision commercial off-the-shelf (COTS) software (now owned by Henry Schein Practice Solutions) but has been highly customized and extended for use in the VA healthcare environment. It is installed at all VHA sites hosting dental facilities and used in over 7,000 dental outpatient encounters daily.
DRM Plus does not replace the Computerized Patient Record System (CPRS) but serves as an adjunctive graphical user interface application to collect and maintain dental specific information over and above that collected through CPRS, information that is critical to the care of VA dental patients. It purposely does not duplicate functions already existing in the suite of VistA/CPRS applications but exposes these functions in a manner to most efficiently support the dental encounter workflow. Through the use of standardized VistA integration agreements, DRM Plus provides input into the multiple VistA Dental files, as well as VistA Patient Care Encounter (PCE), VistA Text Integration Utility, and VistA CPRS Problem List packages.
The principal objective of DRM Plus is to provide staff with the ability to electronically capture meaningful data for dental patient encounters as part of the normal encounter workflow. VistA/CPRS functions are exposed within the DRM Plus application where workflow improvements can be realized. This “single-entry” process simultaneously records dental diagnostic data and dental treatment planning data and feeds both the VistA PCE and VA Corporate Data Warehouse (CDW) databases, thereby eliminating duplicate entries into multiple systems. This in turn creates a more accurate, inclusive, efficient, and less costly data storage process.
Since it is fully integrated with the regional VistA host system, DRM Plus files data to the DENT VistA files, and the VA Office of Dentistry determines the specific data elements to be transferred to the CDW for national aggregation. This process utilizes standardized VistA extraction routines managed by the VA, ensuring alignment with national data reporting requirements. The aggregated data supports a second-tier data warehouse within the CDW Dental domain, serving as the business intelligence repository for the VA Dental Reporting and Analytics System.
As a mandated, fully deployed, and essential clinical application at all sites, proper maintenance of DRM Plus is critical to VA clinical patient care and national dental operations. As changes are made to VistA/CPRS, and as data structures are modified to support CPRS and ancillary VistA packages, the DRM Plus product must be synchronized with these changes. The VA Office of Dentistry, in coordination with OIT, shall ensure that DSS is notified of any planned changes impacting DRM Plus via established Integration Control Registrations (ICRs).
Notifications shall be provided to DSS no later than 30 days before the implementation of planned changes to VistA/CPRS that may affect DRM Plus functionality. For unplanned or emergency changes, DSS shall be notified as soon as reasonably possible, with follow-up documentation outlining the nature of the change, its expected impact, and any required actions.
Additionally, VA and DSS shall conduct a quarterly review to assess any integration issues, identify missed notifications, and refine the change notification process as needed.
On June 5, 2017, the VA announced its decision to replace the legacy VistA Electronic Health Records (EHR) with the Oracle/Oracle Millennium EHR solution to align with the Department of Defense (DoD) Military Health System GENESIS EHR. This strategy aims to create a single, accurate, lifetime health record that will facilitate the seamless transition of Active Duty service members to Veteran status and promote meaningful sharing of health data with community partners.
On June 5, 2017, the Department of Veterans Affairs (VA) announced its decision to replace the legacy VistA Electronic Health Record (EHR) system with the Oracle Health Millennium EHR solution to align with the Department of Defense (DoD) Military Health System GENESIS EHR. This strategy aims to create a single, accurate, lifetime health record that facilitates the seamless transition of Active Duty service members to Veteran status and promotes meaningful sharing of health data with community partners.
On August 5, 2025, following a comprehensive cost and requirements analysis, the Veterans Health Administration (VHA) and the Electronic Health Record Modernization Integration Office (EHRM-IO) formally adopted the enhanced Dental Record Manager Plus (eDRM) as the long-term electronic dental record (EDR) solution for VA Dentistry.
This decision was based on eDRM’s ability to meet 100% of VHA’s 407 “must-have” dental requirements, in contrast to the Dentrix Enterprise solution, which met only 25%.
The eDRM solution, already deployed at initial EHRM sites, will continue to be implemented across all future VA EHRM deployments. VHA will be responsible for funding, maintaining, and supporting eDRM, while EHRM-IO will maintain the interface between eDRM and the Oracle Health Millennium EHR using Fast Healthcare Interoperability Resources (FHIR) standards. This approach ensures continuity of care, minimizes risk to Veteran dental services, and supports the Department’s goal of increased standardization. This will require continued support and implementation for all EHRM sites VA wide.
