| Question Number | Date Question Submitted | Question | Response |
8/17/16 | Are there any project targets for service disabled firms? | There are no project targets for any small business or disabled firms in the Synopsis. Small Business Goals will be issued in the Request for Proposal that will be issued to the Offeror that is determined to be the most highly qualified through the evaluation process stated in Synopsis No. NNA16591428R.
8/18/16 | Has a contractor performed similar work to this for the government in the past? | AECOM is the incumbent contractor for the current A&E contract at NASA ARC.
8/18/16 | If available, please provide the incumbent contract number. | The current A&E Contract Number is NNA13AA14C
8/18/16 | If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government? | This is not a new requirement. See question number 3.
8/19/16 | Please provide a list of interested vendors. | The government will not be providing an interested vendor list however a list of interested vendors should be accessible thru FBO.
8/23/16 | Can you please confirm that one IDIQ Contract will be awarded as a result of this solicitation? | One contract will be awarded. It will be a hybrid consisting of a Firm Fixed Price (FFP) for the Core A&E requirements, an Indefinite Delivery Indefinite Quantity (IDIQ) portion which will have FFP and Cost-Plus Fixed Fee (CPFF) Task Orders (TOs) executed under it and a CPFF portion for Planetary Ventures (PV) Support Services.
8/23/16 | The copy under “Submission Requirements” separately states “no more than 14 total pages” and “Part I shall not exceed 25 double sided” pages, but then also states “The page limit does not include the SF-330 itself.” Can you please clarify the page limit restrictions for the response? | The SF-330 is a GSA Standard Form in .PDF file format containing a total of 14 pages with 8 pages of Instructions. Additional responses beyond the initial SF-330 page limitations should be attached via word document using up, but shall not exceed, 25 typed, double-sided, 8.5 by 11 inch pages with one-inch margins. | Question Number | Date Question Submitted | Question | Response
8/23/16 | “Criterion 3” lists 16 specialized capabilities and technical competencies to be demonstrated by projects listed in “Section F” of the SF330. The instructions specify that only two projects should be included that demonstrate all 16 of these capabilities, which seems like a tall order. Can you please confirm this requirement of only submitting two projects? | That is incorrect. For criterion 3, you are to supply and discuss two projects for each of the 16 capabilities listed. You may use different projects to demonstrate each capability if the Offeror chooses to do so. A single project can demonstrate multiple specialized capabilities but you are not limited to two (2) total projects.
8/23/16 | Under “Qualifications for Critical Positions,” it is specified that the “Site Director/Principal” is a professional engineer, must have a bachelor’s degree in engineering, and be a California registered professional engineer. This marks a departure from the last time this solicitation was issued, in which the principal could either be a registered architect OR a registered engineer. Can you please confirm that the principal MUST be a registered engineer? | That is correct, per the Statement of Work (SOW), C.4 Qualifications for Critical Positions (page 20 of 24), the Site Director/Principal must be a registered engineer.
