About this file
This is a Justification and Approval (J&A) document for other than full and open competition issued by the Naval Medical Research Command (NMRC) in Silver Spring, MD for on-demand onsite system technical support for the Disorientation Research Device (DRD) located at Naval Medical Research Unit Dayton.
The J&A cites 10 U.S.C. 2304(c)(1) and FAR 6.302-1 as the authority for a sole source award to Environmental Tectonics Corporation (ETC) of Southampton, PA. ETC is identified as the only manufacturer of the DRD device and the only corporation with the necessary knowledge, expertise, and access to original code to provide the required services. The document notes that awarding to another contractor would risk system failure and excessive downtime due to the learning curve required. NAMRU Dayton requires a senior systems engineer with DRD subject matter expertise for critical troubleshooting and lifecycle management activities. No market research was conducted as ETC is deemed the only reasonable supplier, and no other sources expressed interest in the acquisition.

| Text2: Market research was not performed because there is only one reasonable supplier of this service. The Disorientation Research Device was developed and built by Environmental Tectonics Corporation for NAMRU Dayton as a one-of-a-kind device. ETC is the only manufacture of this device and the only corporation with the knowledge and expertise and access to original code to provide the described services. If this procurement was awarded to another contractor, the risks include legal disputes, excess time to learn about the system and potential catastrophic failure of the system resulting in excessive down-time. | |

| Text4: The Disorientation Research Device was developed and built by Environmental Tectonics Corporation for NAMRU Dayton as a one-of-a-kind device. ETC is the only manufacture of this device and the only corporation with the knowledge, expertise, and access to original code to provide the described services. If this service is awarded to another contractor, the risks include inordinate amount of time to learn the system and potential catastrophic failure of the system, both of which will result in excessive down-time, extended loss of this valuable research capability, and inability to execute funded research projects. | |
