4. Performance Standards
• Training and vessel familiarization will be provided by the ship’s officers or designated crew members for the security watch supervisor and one initial group of security watch standers.
The security watch supervisor will train new watch standers thereafter.
• The security watch standers shall provide hourly security rounds, inspecting all spaces of the ship, excluding staterooms. Specific stations will be set up with Detex security stations, which will be logged using a ship provided Proxipen security wand.
• The security watch standers are required to contact the designated Officer of the Day (OOD), duty engineer or CO if any unusual events occur. Unusual events are defined as, but not limited to: bridge alarms, fire, flooding, unauthorized personnel boarding, and other dangers that can affect the security and safety of the vessel, or spills affecting the marine environment.
• Security rounds and all unusual events shall be noted in the vessel’s watch stander log.
• In the case of an emergency, the security watch stander will contact the OOD. If the OOD is not available, the security watch stander will contact the Executive Officer and/or Commanding Officer.
• When not making rounds, the security watch stander will be present in the prescribed location and be alert to their surroundings. Watch stander will answer the phone when called.
• The security watch stander will perform morning colors at 0800 and evening colors at sunset as directed by the OOD.
• Change of watch will be made no later than the designated watch start time.
• Security watch standers will present themselves for their watch in sufficient time to be briefed on any changes to the routine or special instructions from the off going watch. Approximately 10-15 minutes may be required to exchange the watch and transfer information.
• Security watch standers will not depart the ship without being properly relieved following their watch. If the oncoming watch stander does not report to duty, the incumbent watch stander shall first contact their watch supervisor, and then the Officer of the Deck (or Executive Officer if the OOD is unavailable). The contractor shall provide an immediate substitute watch relief and shall not rely on ship’s officers or crew filling such a gap in security coverage.
• NOAA Office of Marine and Aviation Operations policy requires that security watchstanders shall not work more than 12-hour shifts. This requires at least two watch standers for weekends and holidays where 24-hour coverage is necessary and at least two watch standers during the workweek when 16-hour coverage is required.
