STATEMENT OF NEED FOR SUPPLY OR SERVICE
NMAN7940-18-01841
PURPOSE:
The Department of Commerce (DOC), Office of Marine and Aviation Operations (OMAO), Marine Operations Center – Pacific Islands (MOC-PI), NOAA Ship Hi`ialakai requires a contractor to provide a 50-ton, seawater cooled, chilled water, air conditioning plant. The plant will be installed on an ocean going ship. Any offeror who provides a quote under this RFP must provide sufficient documentation that the product offered meets or exceeds the requirements specified below.
TECHNICAL SPECIFICATIONS:
Provide a Carrier Transcold 90RMC050-D-6 Air Conditioning plant. These plants fully meet the requirements below and are a fleet standard.
1. Must have the capacity to move 50 tons or 600,000 BTU with a Seawater temperature of 90 degrees Fahrenheit.
2. Must have at least one and preferably two or more refrigeration circuits the combined capacity of which is 50 tons.
3. Must use R-134a refrigerant. Initial operating charge of refrigerant must be provided with the unit however it may be in separate containers.
4. Must reject heat to sea water. Seawater will be supplied by the ship at a pressure of 50 -70 PSIG. Must have seawater control valves that regulate flow as a function of compressor discharge pressure. These valves may be externally mounted. All seawater wetted components must be made of a material suitable for use in seawater such as Bronze, Copper-Nichol or 316 Stainless Steel. Condensers must be made of materials suitable for use in seawater. Compressors, condensers and evaporators must be marine-grade.
5. Must be able to move rated amount of heat with a seawater inlet temperature of 90 degrees Fahrenheit.
6. Must deliver chilled water at approximately 40 degrees Fahrenheit to the ship’s air coolers. Chilled water circulating pumps will be provided by the end user.
7. All seawater and chilled-water connections must be flanged.
8. Must have liquid filter/dryer for refrigerant before the TXV.
9. Must be powered by 450 VAC, 3 phase, 60 Hz power.
10. Must have all controllers necessary to run the system including sequencing of compressors to maintain chilled water output at approximately 40 degrees Fahrenheit.
Controls must shut the system down on failure of lube oil pressure or high discharge head pressure. Controls must cycle the compressors in response to low suction head pressure.
11. Electrical contactors between conductors and electronics must be in a watertight enclosure (bulk of control system needs to be in a watertight compartment).
12. Compressors must have capacity controls, known as “unloaders,” to reduce output when the heat load is small. There must be a system to control the unloaders.
13. The system must be modular. That is, it can be disassembled into small enough pieces to fit through normal shipboard passageways and hatches (53 inches x 26 inches), then reassembled at the installation site. All piping joints that must be disassembled must be flanged. All silbrazing (the metal-joining process done predominately with silver filler), must be done at the factory.
14. Dimensions of the assembled unit must be less than 40 inches wide by 110 inches long by 94 inches high.
15. Must be accompanied by 3 copies of a technical manual that provides, at a minimum, theory of operation, troubleshooting guide and cut-away diagrams of all parts with OEM part numbers identified. Three manuals must also be provided for all components that are outsourced.
16. Must be delivered with shipping prepaid to:
NOAA Honolulu Port Office 1897 Ranger Loop Bldg 184 Honolulu, Hi 96818
NOTES:
All proposals are to include shipping to Honolulu, HI.
DELIVERABLE SCHEDULE:
The entire assembly with all components for both units, shall be delivered to the NOAA Ship, Hi`ialakai at the Honolulu Port Office, no later than 01OCT2018.
