1.1. Item 591: Trawl Winch Wire Maintenance
1.1.1. Scope:
a. Remove and replace Trawl and Hydrographic Winch wires, and end-for-end the Net Sonde Winch wire.
1.1.2. References

1.1.3. Government-Furnished Material
a. One spool – 4000 meters of new 28.6mm diameter 6x26 IWRC Dyform, right hand lay, galvanized trawl wire. (Value ~$70k)
b. One spool - 4000 meters of new 28.6mm diameter 6x26 IWRC Dyform, left hand lay, galvanized trawl wire. (Value ~$70k)
c. One spool – 26,400 feet of new 3/8” Rochester 1-H-375A (Stock # A216375), galvanized hydrographic EM wire (Value ~$30k).
1.1.4. Requirements
a. Provide the services needed to remove and install new Trawl and Hydrographic Winch wWires.
1. Obtain tThe GOV will provide the services of a RAPP Marine U.S. (OEM) technician to oversee all spooling operations. Contact information is as follows:

2. Provide crane services to load/unload trawl and hydrographic winch wire to/from the spooler and transport vehicle. Note – each 4000 m spool of trawl wire weighs approximately 30,000 lbs; spool is approximately 83” in diameter, 59-1/2” wide, 5” arbor hole. The 26,400 feet spool of hydrographic wire weighs approximately 6,662 lbs; spool is approximately 56” in diameter, 44” wide, 5” arbor hole (NOAA can provide the services of a 7 ton forklift for this wire if needed).
3. Provide cable spooler with operator to take wire off winches, and to install new GFM wire on the winches.
4. Provide cable tensioner with operator to provide proper cable tension, if the cable spooler is not capable of providing adequate tension. Cable spool brakes are not an acceptable means of providing proper tension for this operation. Cable tensions for all winches shall be at least 1500 lbs, or as dictated by the RAPP Marine technician for proper spooling.
5. Provide means of reading the tension on the wire during spooling. The Ships’ internal winch tension gauge in not an acceptable source of the Contractors’ tension measurements. Wire tension and lay shall be IAW Reference 1.1.2, and as per the direction of the RAPP Marine U.S. technician.
6. Provide tension readings for every 100 meter, record and provide the data as a condition found report (CFR).
7. Provide disposal for the old discarded wire.
8. Provide a line counter for spooling the Hydrographic winch wire. Each Hydrographic winch holds approximately 3600 meters of wire, and the GFM spool contains enough wire for both Hydrographic winches.
9. Provide a second small spooler and end-for-end the wire on the Net Sonde (third wire) winch. Note – the Net Sonde winch contains approximately 4000 meters of 11.4 mm torque balanced, double armored EM cable.
b. Provide wire lube for all 5 winch wires.
1. Wire lube to be Environmentally Acceptable Lubricant (EAL) as per Environmental Protection Agency’s (EPA) Vessel General Permit (VGP) requirements.
2. Provide Safety Data Sheets (SDS) for wire lube as a CFR.
3. Provide a pressurized wire lubricator with operator. Wire lube to be applied to last wrap with a hand roller after cleaning and inspection. Provide protection and containment for potential lube runoff. Wire lubricator may be set up at locations approved by the COR.in the Trawl Winch Room.
4. Clean winch area after operation.
5. Provide proper disposal of all residue and wastes.
c. NOAA Will provide winch operators and deck crew as needed to assist in the spooling operation. Provide a means of two-way communication to the NOAA winch operator, such as a radio. Visual and unamplified verbal communications do not acceptably meet this requirement.

1. Port Trawl Winch – 4000 meters of new 28.6mm diameter 6x26 IWRC Dyform, galvanized wire.
2. Stbd Trawl Winch – 4000 meters of new 28.6mm diameter 6x26 IWRC Dyform, galvanized wire.
3. Hydrographic Winch #1 – 3600 meters of new 3/8” Rochester 1-H-375A (Stock # A216375), galvanized hydrographic EM wire.
4. Hydrographic Winch #2 – 3600 meters of new 3/8” Rochester 1-H-375A (Stock # A216375), galvanized hydrographic EM wire.
5. Net Sonde (third wire) Winch – 4000 meters of existing 11.4 mm torque balanced, double armored EM cable (end-for-end and lube only).
