NOAA TAGOS OSCAR SETTE

( S250 )
OSCAR SETTE SHIP REPAIRSSOLICITATION NO.
NOAA

1.0 Scope: This item describes the requirements to complete regulatory and mission essential repairs to the OSCAR SETTE.

1.1 Background

1.1.1 The National Oceanic and Atmospheric Administration (NOAA) operates a fleet of research vessels that supports research and mapping for the National Fisheries Service, National Ocean Service, Office of Atmospheric Research and the National Weather Service, as well as provides support to other Federal agencies. These research missions are time sensitive and therefore the data must be collected at specific times during the sailing season to be meaningful. At the end of each sailing season the vessels enter a repair period (drydock or dockside) to address repairs that have been previously identified, perform upgrades to mission systems or ship systems that either extend the life of the ship or provide new data collection capabilities or for safer operations of ships systems as well as address any emergent work that would adversely affect the ships ability to safely perform its mission on schedule, while meeting all regulatory body requirements (American Bureau of Shipping and United States Coast Guard) and all habitability requirements, including any that may be required as a result of contracts for personnel to augment ship staff.

2.0 References:

4.0 Requirements

4.1 Except as otherwise specified, the contractor shall provide all labor, material, services, tools, supervision, manuals, and technical expertise needed to accomplish the work required by this specification within the specified time limits. Unless otherwise specified, the contractor shall provide a copy of the applicable manuals, amendments, and service manuals at the job site. All repairs shall be made according to the manufacturer’s engine specifications, clearances, tolerances, and procedures.

4.2 All ABS rules required to maintain the ship’s Class and Certificates shall be adhered to by the contractor. This includes all rules for material, fabrication, quality control, inspection, and ABS on-site survey of work. Specifications may call out ABS surveyor inspection, but not all ABS inspections are necessarily identified in the specifications. The contractor shall consult with ABS on the entire work package and changes and assure ABS involvement where required to maintain Class and Certificates.

4.3 Contractor shall develop, in consultation with the American Bureau of Shipping (ABS) Surveyor, a written survey schedule that lists the items to be inspected and the scheduled dates and times of the inspections. Submit the survey schedule to the COR within 48 hours after the start of the contract performance period. The survey schedule shall list all initial inspections required by the ABS Surveyor. In addition, the Contractor shall schedule the services of an ABS Surveyor as required by ABS for performing inspections of all new installations, hull modifications, tank inspections, gauging inspections, and load tests.

4.4 The contractor is responsible for scheduling ABS inspections and shall provide NOAA with copies of all correspondence with ABS. The costs of ABS ship surveys/inspections will be borne by the Government. However, the scheduling of ABS surveys/inspections remains the Contractor’s responsibility.
