NMAN7200-17-01407 – Piping Repair – Reuben Lasker Questions and Answers
Q1: The solicitation states that the Offeror is to submit CLIN 1 pricing for FBR piping Repair for Propulsion Motor #1 heat exchanger and CLIN 2 pricing for the Fabrication of a second spare set of piping sections for the Propulsion Motor #1 heat exchanger. Where is Offeror to price in the SOW Para 4.4 “Complete final welding of the inserted keel/hull plate. Upon completion contact the USCG inspector for final inspections of all welds and NTD testing of the insert using a dye penetrate.”? Please clarify.
A1: Please disregard paragraph 4.4.
Q2: The SOW states that the Material used shall be CuNi 70/30 schedule 700. But it does not state the NPS size of the piping. What size is the piping? Please provide.
A2: The piping size is 2 ½”.
Q3: The solicitation or the SOW does not provide any information pertaining to the insert for the Keel/Hull plate. Please provide material type and specification, Material Thickness and insert dimensions.
A3: Please disregard all references to the keel/hull plate.
Q4: Since a ship check cannot be accomplished prior to bidding this solicitation, please provide several pictures for the keel/hull plating insert. Specifically, pictures of any interferences and pictures that show the true complexity of the insert.
A4: Please disregard all references to the keel/hull plate.
Q5: Para 4.2 states “Fabricate and install new piping sections per figures 1 & 2. Pipe size and fitting shall be the same as the original.” There is no Figure 1 & 2. Please provide Figure 1 & 2.
A5: “Pipe Closeup” and “Pipe Overview” are Figures 1 & 2 and were posted with the original solicitation.
Q6: Para 4.3 states “Fabricate a spare set of pipe sections for the #2 motor heat exchanger. Provide all ABS documentation for the fabricated spare sections.” The only piping show is the Cooling water (salt water?) supply and return piping in the pictures provided. It does not the inlet and outlet piping of the of the fluid getting cooled. Is it the government’s intention to have the offeror fabricate just the 2 pipes shown in the pictures vice 4 pipe associated with a heat exchanger. Please clarify and provide information for the other 2 pipes if the government’s intention is 4 pipe for a set. (pipe size, material requirements, fittings requires, pictures etc.
A6: The requirement is clearly stated in the Statement of Need for the pipes shown.
Q7: Will NOAA or the Reuben Lasker be able to prove the Offeror with air and power (110V and 440V) to support the Welding?
A7: No
Q8: SOW states that NOAA will pay all cost associated with ABS. Will NOAA also pay all cost associated with the Coast Guard Inspector, if required? Please Clarify.
A8: There are no USCG costs.
Q9: Paragraph 4.1.2 of specification states "All welding/brazing shall be done by ABS/USCG certified welders...", and while we are going through ABS certification on our procedures, we have NAVSEA approved CuNi to CuNi TIG procedures that we currently use in the course of our USN and USCG contracts (as well as previous NOAA RUEBEN LASKER contracts), and I wanted to see if NAVSEA procedures would be acceptable for this solicitation in lieu of ABS?
A9: ABS certification is required without deviation.
