Brand Name Justification
PURCHASE REQUISITION:
1. Contracting Activity.
National Oceanic and Atmospheric Administration Western Acquisition Division
2. Nature and/or description of action being approved.
The NOAA ship Rainier has the original Electrocatalytic, Inc. Cathodic Protection System installed from 1967. This system was found to have considerable wastage of the hull anodes during the 2013 drydock. An attempt to obtain new anodes at that time was not successful because of obsolescence and it was decided to upgrade the entire system at the 2016 drydock to match the modern CAPAC ICCP system installed on the sister ship Fairweather in 2011.
Matching the equipment on sister ships allows for economy in stocking common parts, operator/maintainer familiarity and for a common repair support chain.
This is to be a brand name fixed cost supply purchase.
3. Description of the supplies and/or services required to meet the agency’s needs.

(2) Hr Engineering Support to review vessel arrangement and confirm components are applicable, indicate any installation modifications required to the ship for the new system.

4. Authority permitting other than full and open competition.

5. A demonstration that the proposed contractor’s unique qualifications or nature of the acquisition requires the authority cited.
An identical system is requested to establish commonality of spares parts stocking (i.e. stocking one spare electrode will provide a spare for two ships) and commonality of operational and maintenance procedures (i.e. a crew member familiar with the system on one ship will be familiar with the system on the other ship).
Norton Corrosion engineers evaluated the NOAA ship Fairweather in 2012 and specified the components required to protect the ship from galvanic corrosion. Their familiarity and success with the Fairweather makes them qualified to specify and provide this system on the NOAA ship Rainier, sister ship to the Fairweather. Other distributors/dealers may be able to offer the system competitively and provide the required component applicability verification as well.
6. A description of efforts made to ensure offers are solicited from as many potential sources as practicable and whether any synopsis was posted.
A search on the Internet for CAPAC Impressed Current Cathodic Protection System reveals a number of distributors/dealers offering the system components and ship specific component application engineering services integral to the system purchase
7. A determination by the CO that the anticipated cost to the Government will be fair and reasonable.
This will be posted to FBO as a Brand Name. With market research be done showing a number of distributors/dealers pricing will be based on a Best Value to the Government.
8. A description of the market research conducted and the results (attach documentation as necessary).
