1. Introduction The NOAA Ships Hi’ialakai, Oscar Elton Sette and Okeanos Explorer operate from piers F-9 and F-10 at Ford Island in Honolulu, Hawaii. These vessels are T-AGOS class research vessels that are performing work throughout the Pacific Ocean in fiscal year 2017.
2. Scope The purpose of this Statement of Work (SOW) is to detail the requirements needed for security watches aboard NOAA vessels while moored on the island of Oahu.
3. General Specifications of Vessels
· Length Over All: 224 ft
· Beam: 43 ft
· Draft: Hi’ialakai 16.8 ft; Sette 16.6ft; Okeanos 16.8ft
· Displacement: Hi’ialakai 2285 tons; Sette 2014 tons; Okeanos 2062 tons
4. Performance standards and Duties
· Watch standers who have not previously stood watch onboard each ship are required to go through a ship specific orientation prior to standing their first watch on each ship. This orientation will be arranged at a time mutually agreeable to the Contractor and NOAA and will be conducted by the ship’s personnel.
· The security watch standers shall provide hourly security rounds, inspecting all spaces of the ship (excluding staterooms). Specific stations may be set up with Detex security stations or watchclock stations which will be logged using a ship provided Proxipen security wand or watchclock.
· All security watch standers are required to have a cellular telephone. This may be their own personal cell phone or one provided by the contractor.
· The security watch standers are required to contact the designated OOD, duty engineer or CO if an emergency or any unusual event occurs. Unusual events are defined as, but not limited to: bridge alarms, fire, flooding, failure of an oncoming watch stander to arrive and provide relief, unauthorized personnel boarding the ship, and other dangers that can affect the security and safety of the vessel.
· Check specified gauges and dial readings on machinery such as generators, pumps, refrigerator/freezers, compressors or any other specified machinery. The ship’s OOD shall be notified immediately if temperatures/readings are outside specified limits.
· Security rounds and all unusual events shall be noted in the vessels security watch stander’s log.
· When not making rounds, the security watch stander will be present in the prescribed location (typically, the ship’s pilot house) and will be alert to their surroundings.
· The security watch stander shall monitor all individuals requesting access to the ship by cross checking complement list.
· The watch stander shall lower the National Ensign and Jack on assigned ship(s) at sunset every day. The watch stander will also raise the National Ensign and Jack on the ship(s) at 0800 on Saturday, Sunday and Federal holidays. As a matter of protocol, the National Ensign should be raised first and lowered last.
· The watch standers shall answer all incoming telephone calls while on the ship. The watch stander is only required to take a message and leave it in the place designated by the ship Command. The watch stander shall not offer or request any information not required for a simple message.
· The security watch stander will energize and secure ships lights as prescribed by the OOD, duty engineer or CO.

· Change of watch will be made no later than the designated watch start time.
· Security watch standers will present themselves for their watch in sufficient time to be briefed on any changes to the routine or special instructions from the off going watch. Approximately 10 minutes may be required to exchange the watch and transfer information.
· Security watch standers will not depart the ship without being properly relieved following their watch. If the oncoming watch stander does not report to duty, the incumbent watch stander shall contact the Officer of the Deck (OOD), or the Executive Officer (XO) if the OOD is unavailable, and notify them that the relief watch is not present, prior to departing the ship.
· Security watch standers are expected to maintain a professional appearance.
· Smoking is not permitted in any interior NOAA ship space. Alcohol is not permitted aboard any NOAA ship.
· Scheduled watches may vary but no security watch stander shall stand more than a 12-hour shift without an 8-hour rest period before the next scheduled shift. This limitation may be waived at NOAA’s discretion.
5. List of Government Furnished Material
· Log books, flashlight, Proxipen wand or watchclock (if desired by the ship’s CO, training & familiarization material.
6. Special considerations
6.1. Period of Performance/Services
· 01Jan2017 - 31July2017
· Week days: Two watches (2330-0730 and 1530–2330)
· Weekends: Three watches (2330-0730, 0730-1530 and 1530-2330)
6.2. Security Requirements
· Navy Base Access is required. Personnel access for more than 30 days must be obtained by procurement of a RAPIDGate card. This procurement is the contractor’s responsibility. See this link for information on procuring RAPIDGate cards: http://www.rapidgate.com/. Any personnel who hold a Common Access Card (CAC) will not require a RAPIDGate card. To obtain temporary access while the RAPIDGate card is pending, the Operations Officer and the Commanding Officer at NOAA MOC-PI will work with the contractor to complete JBPHH JB2 0180 form, which will provide personnel access in 30 day increments.
· As part of a Low Risk contract, all security watch standers will submit to a National Agency Check with Inquiry (NACI) background investigation. This will include fingerprinting, which can be conducted at the NOAA Inouye Regional Center on Ford Island.
· All watch standers assigned to the contract shall meet the applicable State of Hawaii licensing requirements for Security/Watch Guards (Hawaii Revised Statutes 463- 10.5).
7. Physical Requirements
· Watch standers must meet the following physical requirements:
· No physical defects that would hamper the performance of assigned duties;
· Freedom from serious illness or communicable disease;
· Binocular vision, correctable to 20/20;
· Hearing within normal speech range and volume;
· Unimpaired use of hands, arms, legs and feet, and ability to run, lift and climb stairs;
· Mental alertness and emotional stability.
8. Coordination:
Coordination with NOAA’s Marine Operations Center Pacific Islands shall occur to ensure quality and efficient security services are provided.
