Sole Source Justification: Performance Aircraft Services, Inc.
The National Oceanic and Atmospheric Administration’s (NOAA) Aircraft Operations Center (AOC) http://www.aoc.noaa.gov/ intends to have Performance Aircraft Services, Inc. (PASI) locate and repair fuel tank leaks in their Lockheed WP-3D Orion (N43RF).
The Government was initially aware of only two organizations that provide maintenance, repair, and overhaul services for the P-3 Orion in the United States. The first organization is the United States Navy (USN). NOAA has used the USN for P-3 major maintenance evolutions exclusively for decades.
However, USN currently has a reduced level of staffing and increased workload, which resulted in an estimate of approximately 21 days to perform the needed repairs. The second organization is the OEM, Lockheed Martin Corporation. Their facility in Greenville, SC regularly performs major P-3 maintenance evolutions for the global fleet of P-3 operators. However, Lockheed Martin Corporation currently does not have the capacity to facilitate the needed repairs. The timeliness of these repairs is of greater importance than cost. This aircraft is scheduled to support a major international, inter-agency project beginning in late March and must complete additional operational maintenance and equipment installation along with the fuel leak repairs. A delay of this nature would negatively impact approximately 50% of the project objectives. Therefore, alternative sources were sought out through market research, and PASI was the only other known source found that can complete the needed fuel tank repairs, and also meet the Government’s time schedule (completion of all work within 10 calendar days after initiation of this project).
AOC had previously contracted PASI with the removal of old sealant, and installation of new EF-5992 sealant in Tank Five of their other Lockheed WP-3D Orion (N42RF). PASI has extensive experience with the P-3, and has the personnel, tools, specialized equipment, and knowledge to quickly and efficiently perform the needed fuel tank repairs. Additionally, PASI has recently completed fuel tank maintenance on over seventy-one (71) C-130 and seventy (70) P-3 aircraft with 100% on time, leak-free delivery. They have completed work for the United States Navy and the United States Air Force, among others. This is just an example of their capacity and ability to perform this requirement.
STATEMENT OF WORK
WP-3D FUEL TANK REPAIRS
FOR THE
NATIONAL OCEANIC ATMOSPHERIC ADMINISTRATION’S
AIRCRAFT OPERATIONS CENTER
Broad Scope of Work:
- Locate and repair fuel tank leaks in NOAA WP-3D N43RF in accordance with NAVAIR 01-75PAA-3-
1.1 Section 10 and any other applicable NAVAIR publications
http://www.aoc.noaa.gov/
A. WORK SCOPE AND REQUIRMENTS
The National Oceanic and Atmospheric Administration (NOAA) owns/operates two Lockheed Martin WP-3D Orion aircraft. These aircraft perform numerous scientific missions such as hurricane research, hurricane reconnaissance, air quality research, and climate research. These operations are conducted throughout the United States as well as foreign countries.
This Statement of Work is to locate and repair fuel tank leaks in NOAA WP-3D N3RF in accordance with NAVAIR 01-75PAA-3-1.1 Section 10 and any other applicable NAVAIR publications. At least six fuel leaks were recently discovered during cold weather operations.
Title Description
Left Main Landing Gear Wheel Well Fuel Leak
Fuel leak lower left wing in main landing gear wheel well area on numerous hi-locs on forward main landing gear support brackets. Classified as a seep.
Right Main Landing Gear Wheel Well Fuel Leak
Fuel leak lower right wing in main landing gear wheel well area on numerous hi-locs on forward main landing gear support brackets. Classified as a seep.
Leading Edge Outboard #3 Fuel Leak
Fuel leak leading edge outboard of #3 engine on vertical hi-loc row of previous repair. Classified as a seep.
Leading Edge Inboard #4 Fuel Leak Fuel leak right wind leading edge hi-loc inboard of #4 engine.
Classified as a seep.
#4 Boost Pump Access Fuel Leak Fuel leak upper right wing #4 boos pump access panel.
Classified as a seep.
#4 Upper Tank Access Fuel Leak Fuel leak #4 main tank upper access panel inboard of #4 engine. Classified as a seep.
Cold weather operations exacerbate fuels in the P-3. The next scheduled project for this aircraft is to an even colder location (Thule, Greenland) that does not have P-3 Orion maintenance services.
Failure to repair these leaks now could result in a logistical repair nightmare in Greenland.
The Government shall be responsible for scheduling all work against this contract. The Government reserves the right to exercise or cancel any part of this agreement. The contractor shall comply with applicable Federal Aviation Regulation (FAR) and all aircraft manufacturer’s requirements. The contractor shall provide all special tools, facilities, equipment, and qualified technical staffing to perform tasks. If the contractor does not own or lease a hangar to perform the fuel leak repairs, or tow vehicle to move the aircraft, they must secure the appropriate facility and equipment and notify the government of the location. The maintenance contractor must be an FAA certified repair station experienced in performing fuel tank leak repairs on the P-3 Orion. The Government will be responsible for scheduling all work against this contract. Once the aircraft arrives at the contractor’s facility, no work shall begin until the Government Contact Point (GCP), Peter Siegel, has given the approval for such work to begin. Only the work that is being requested shall be done. Any additional work or discrepancies must have prior approval from the Contracting Officer (CO). If any additional repair items are discovered during performance of the work, the contractor shall immediately stop work, if necessary, and notify the GCP of the discrepancies.
The contractor will be responsible for all AOC required documentation to include but not limited to approval for return to service. This Statement of Work is for a Time and Materials contract.
Fuel tank repairs include, but are not limited to, the following actions:
Fuel aircraft – all wing tanks to max capacity
