3. Description of the items required, the estimated cost, and required delivery date.

Set of Bandpass Filters for installation in new Tail Doppler Radar (TDR) receivers for NOAA's WP-3D research aircraft. Delivery is to NOAA, Aircraft Operations Center (AOC), MacDill AFB, FL These filters are part numbers 8CF7-9400/R260-S, 9BP8-360/R20-S, and

9BP8-60/R20-S.

New purchase order for unique commercially available supplies. Single manufacturer, single · vendor. One time purchase. Total dollar value estimated at $39,300.00. Required delivery date: 6-8 weeks ARO

4. Specific characteristics of the material that limit the availability to a sole source (unique features, function of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.

Lorch Microwave is a manufacturer of precision microwave components. These filters are currently deployed on the NOAA's G-IV high altitude research aircraft TDR-that recently passed flight testing and accepted by NOAA AOC under an earlier competitive award. The G-IV TDR was designed and researched by a contractor who used these precision bandpass filters to eliminate undesirable frequencies in the receiver synthesizer units. During their design, review and selection process the contractor found these Lorch filters were the optimum units that could best meet their design criteria for the new G-IV TDR Because the contractor's engineering staff used the Lorch filters for their primary protection in their design, AOC also used it in their new TDR design. AOC's design incorporates these filters because AOC has the need to eliminate certain frequencies after the mixing process that can cause undesirable effects in both the transmitted as well as received signals. These undesired frequencies could cause serious problems with the AOC design, therefore AOC wants to be assured that these specific filters are implemented in its final design. Failure to properly filter these signals after mixing would be detrimental to the entire WP-3D radar upgrade program.

Using these Lorch filters will limit AOCs risk and exposure to failure as those filters are proven already in use on the G-IV.

5. Check and fill in all that are applicable:

[*] The material must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item must coordinate, connect, or interface with the existing system:

These units are a one for one identical replacement for the ones used in the G-IV. These units are being purchased for the WP-3D TDR upgrade and not the G-IV, but would also enable AOC to cross platform compatibility between those aircraft in emergency situations.

The parts will be compatible in form fit and function, enabling us to use the same spare parts between the WP-3D and the G-IV platforms. There surely is a cost savings to the Government by inputting a standard G-IV TDR into the WP-3D aircraft versus using a different manufacturer's unproven TDR configuration. All items in the G-IV TDR have been tested and proven by AOC.

[]A patent, copyright, or proprietary data limits competition. The proprietary data are described asfollows:

[ ] These are ''direct replacement" parts/components for existing equipment.

[ * ] Other information to support a sole-source buy:

These specific make and model components are already in use by AOC in existing equipment.

AOC tries to limit the variety of components used in systems designed and/or supported with in house maintenance to reduce the number of different spares required in stock. Personnel are trained on the handling and troubleshooting characteristics of components in supported systems, and AOC tries to manage the number of different components that personnel have to be familiar with. AOC maintains 'fly-away' spares kits which are shipped to field deployment locations or carried on board. Limiting the number of different components required in these kits is important to AOC's mobility and flexibility in supporting NOAA's mission in a variety of locations.

I certify that statements checked and information provided above are complete and correct to the best of my knowledge. I understand that the processing of this Sole-Source Justification precludes the use of full and open competition. The required material represents the minimum requirements of the Government.
