REPAIR OVERHAUL 54H60-77 PROPELLER SYSTEM
STATEMENT OF WORK:
A.1
Background:
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC) at MacDill AFB, Florida, operates three WP-3D Orion aircraft in support of NOAA and national research. AOC has the need for a full service maintenance contract to include, but not limited to, inspection, repair, overhaul, scheduled and unscheduled maintenance, and training for the Hamilton Sundstrand model 54H60-77 propeller system. It is the Government’s intention to issue an indefinite delivery-indefinite quantity contract with a base year and four option years to establish services to support the Orion WP-3D aircraft propeller assembly
A.2
Scope: (CLINS 0001, 0002, 0004, 0005, 0007, 0008, 0010, 0011, 0013, and 0014)
Contractor shall provide all labor, materials, equipment, special tools, facilities, and certified factory trained technical staff to repair and/or overhaul the Hamilton Sundstrand model 54H60-77 propeller assembly for return to service as well as any other scheduled or unscheduled maintenance on the WP-3D propeller system.
Upon receipt of propeller from AOC, Contractor shall perform a tear down and inspection of the propeller and provide a “worst case” teardown/discrepancy report to repair the propeller and return it to service.
Contractor will provide, within seven (7) working days of receipt of a propeller, a report to the Contracting Officer’s Representative (COR), of parts and labor, including the accomplishment of any outstanding Propeller Repair Bulletins (PRB) required to return the assembly to a serviceable, ready for installation condition and recommendations of the most cost effective and advantageous means to accomplish the work. Contractor shall accomplish all of the work in accordance with NAVAIR 03-20-CBBK-1 (the applicable Navy maintenance manual for the 54H60-77 propeller system) and applicable repair station procedures. Contractor shall bench test the assembly for proper performance parameters within the manufacturer’s limits. If propeller is overhauled the contractor shall replace all parts recommended to be replaced at overhaul regardless of their apparent condition. Contractor shall provide all the proper documentation (i.e. Federal Aviation Administration (FAA) Form 8130 or equivalent and FAA 337, if required) and make the required entries into the propeller logbook provided with the propeller. Propeller will be returned to AOC on the same transportation stand provided at delivery.
The teardown/discrepancy report and recommendations will be reviewed by the COR. Upon completion of the review, the COR will make a recommendation to the Contracting Officer (CO) to approve what work the contractor is authorized to perform.
If any additional discrepancies outside of normal repair criteria, are discovered during performance of the work, Contractor shall immediately stop work and notify the COR of the additional discrepancies, to include any parts required, labor required and cost estimate for the additional work. This work will be considered as “Over-and-Above” items. Contractor will not proceed with correcting any “Over and Above” item without prior approval from the CO.
AOC may desire training on the propeller system during the course of the contract. Any public training courses conducted by the Contractor shall be made available to AOC personnel and included as “Over and Above Items”.
A.3 Over and Above Items (CLINs 0003, 0006, 0009, 0012, and 0015)
The Contractor is responsible for documenting and reporting to the COR/AOC Point of Contact, all discrepancies found during the inspection. Discrepancies that are not a part of the inspection will be known as "Over and Above." Corrective actions as a result of the inspection are considered "Over and Above" items. Any part or component that has not reached its recommended service life, but fails inspection and needs to be replaced, is considered an "Over and Above" item.
"Over and Above" discrepancy report must include (as a minimum):
Description of each discrepancy found;
Number of person-hours per discipline to complete each discrepancy;
Hourly rate for personnel performing the work;
Parts cost less the percentage discount, if any;
Total dollar amount for each discrepancy
Total dollar amount for the complete list of discrepancies, and
Estimated completion time.
The COR will be responsible for reviewing the list of "Over and Above" discrepancies and making a recommendation to the CO, to either accept or decline the Contractor's proposal. The Contractor shall not proceed with correcting any "Over and Above" discrepancies without prior approval from the CO.
Funds for the "Over and Above" items will be specified at the time of award and included in the appropriate line item. The dollar amount stated represents an estimated total, Not-to-Exceed amount to cover charges for the "Over and Above” items. The Government will pay invoices for "Over and Above” services out of the funds allocated and authorized on appropriate line item. It is not possible to accurately estimate the extent and duration of work or to anticipate costs of “Over and Above” items with any reasonable degree of confidence. Except for training, “Over and Above” items will be provided, invoiced, and payment made on a time and materials basis (direct labor hours and material cost). Training cost is determined as the Contractor’s published price less any discount.
Direct labor hours are at specified fixed hourly rates that include wages, overhead, general and administrative expenses, and profit. Cost of materials includes parts, consumables, other material, and appropriate material handling costs, if any. The price to be paid for material and/or parts shall be based on an established catalog or list price in effect when material or other product is furnished, less all applicable discounts to the Government. In no event shall the price exceed the Contractor's sales price to its most favored customer for the same item in like quantity, or the current market price, whichever is lower.
A.4 Delivery Requirements:
The cost of shipping the propeller to the Contractor’s facility shall be the responsibility of the Government. Return shipping to AOC shall be the responsibility of the Contractor. Return shipping costs should be included in Contractor’s proposal. Propeller will be returned to AOC on the same transportation stand provided at delivery to the contractor.
A.5
Period of Performance:
Due to mission requirements and the limited number of spares possessed by AOC, Contractor is required to provide the overhauled/repaired propeller with a turn-around time not-to-exceed 30 working days. Should abnormal requirements and/or circumstances occur which would require an extension of this performance period, Contractor should immediately provide documentation to the COR as to the reason and extent of the abnormal circumstances, and best estimate of the time extension required. Any additional time required shall be coordinated between the contractor, COR, AOC point of contract, and CO and formalized in a contract modification.
A.6 Quality Assurance:
NOAA/AOC may desire to have a representative witness any part of the work performed under this Contract. The Contractor shall keep the COR apprised of the progress and schedule. NOAA/AOC shall have access to AOC propellers and parts during any maintenance period. All removed parts from propeller systems shall not be disposed of by Contractor until approved by AOC. The contractor will be responsible for all Federal Aviation Administration (FAA) and AOC required documentation to include but not be limited to approval for return to service and log book entries.
A.7
Insurance against Loss or Damage to Government Property:
Contractor shall, at its own expense, provide and maintain during the performance of this work a minimum of $150,000 of insurance. The policies evidencing required insurance shall contain an endorsement to the effect that any cancellation or any material change adversely affecting the Government’s interest shall not be effective:
a) For such a period as the laws of the State in which this work is to be performed prescribe; or
b) Until 30 days after the insurer or the Contractor gives written notice to the Contracting Officer, whichever period is longer.
A.8 Parts, Discounts, and Warranties:
Contractor shall provide all replacement parts, materials, and consumables. However, the Government reserves the right to provide the same, if advantageous, at any time during the contract. The Government will make the final determination on whether new, overhauled, or serviceable parts will be installed in the assemblies. Parts or components in an “as removed” condition will not be installed in the assemblies. Any part or component that has not reached its recommended service life but fails inspection and needs to be replaced will be treated as an “Over and Above.” Original Equipment Manufacturer (OEM) and Part Manufacturing Authority (PMA) parts are acceptable at any time. The contractor will obtain instruction regarding the disposition of non-exchangeable items from the COR. Parts and material furnished during all inspections and repairs will be warranted to be free from defects and workmanship for a period of six (6) months or one hundred flight hours whichever occurs first, from the date of Government acceptance. Contractor shall have access to AOC parts throughout the term of this contract. Government owned parts, equipment, and property shall be returned to the Government. The cost of return-shipping those Government parts shall be the responsibility of the Government.
A.9 Submittal of Invoices:
Contractor shall prepare and submit invoices to the COR at AOC at the address shown in Block 15 of the Solicitation/Contract/Order for Commercial Items-Standard Form 1449. Invoices shall be based on work completed and will be reviewed by the COR to determine if all services and parts shown on the invoice have been received, accepted, and ready for invoice payment release.
