New Melones Powerplant Lifting Tools Certification
STATEMENT OF WORK
PROJECT CONDITIONS
BACKGROUD
The U.S. Bureau of Reclamation (USBR) requires the certification of lifting tools used for picking New Melones Powerplant Generator components.
SCOPE
REQUIREMENTS
Inspect lifting tools in accordance with ASM B30.20 “Below-the-Hook Lifting Device”.
Load test and certify New Melones Powerplant lifting tools.
GENERAL REQUIRMENTS
ADMINISTRATIVE INFORMATION
Acronyms The follow acronyms, terms, and wording will be used throughout this Performance Work Statement.

PROJECT SCHEDULE
Develop, maintain, and use approved Project Schedule to plan, monitor, and evaluate accomplishment of work. Failure to include any element of the work will not release Contractor from completing all required work under the contract.
Project Schedule shall include:
Progress chart of suitable scale to indicate percentage of work scheduled for completion by any date.
Prepare schedule based on required sequence and interdependence of activities.
Include contract title, contract number, and Contractor's name on each sheet.
Include activities for procurement and fabrication of equipment.
Submit Schedules in sufficient detail as approved by COR.
Submit RSN 3.03-1, Project Schedule:
Represents Contractor’s as-planned approach to accomplishing the work.
Include columns for Task Description, Duration, Planned Start, Planned Finish and Total Slack.
Update Project Schedule with actual start and actual finish dates monthly or as approved by the COR.
SUBMITTALS
Submit each RSN specified in the Submittal List. Submit RSNs in accordance with Due Date or Delivery Time specified in the Submittal List.
The Government will review the Required Submittal Notices within 14 days of official receipt.
The COR will return submittals as Approved, Conditionally Approved, or Not Approved.
The Contractor shall resubmit Required Submittal Notices within 14 days of receipt for Required Submittal Notices that are Conditionally Approved or Not Approved.
The Government will review resubmitted Required Submittal Notices within 14 days of official receipt.
Submit RSNs via email to distribution provided by COR after award.
Preparation Prepare in English.
Label with contract number and title, and RSN.
Measurement units: US Customary Units.
Submit only checked submittals.
Submittals without evidence of Contractor's approval will be returned for resubmission.
Include the following information in transmittal letters:
Contract number and title.
RSN for each attached submittal.
Responsible code.
Number of sets for each RSN.
Identify submittal as initial or resubmittal.
More than one RSN may be submitted under a transmittal letter, provided the responsible code is the same.
Mark manufacturer’s data for commercial products or equipment (such as cut sheets) to identify type, model, size and characteristics.

LIFTING TOOL CERTIFICATION
NEW MELONES POWERPLANT LIFTING TOOLS
Submit RSN 4.01-1, Inspection and Load Testing Plan Plan for inspecting lifting tools.
Design of test fixtures for completing load tests.
Plans for load testing lifting tools.
Submit RSN 4.01-3, Load Test Results Results from inspecting and testing lifting tools.
Certification of lifting tools.
Certifications Inspection and Load Testing Plans prepared by certified Professional Engineer competent in the field according to provision of ASME B30.20.
Load tests certified by Professional Engineer competent in the field according to provisions of ASME B30.20.
Execution Inspect New Melones Power Plant lifting tools shown on drawings 167C7953, 135D5310, 136D6105 and 4065-ATJ-1 in accordance ASME B30.20. Inspection to include the following items with hardware and misc. parts:
Rotor lift device, pins, studs, retainer plates and bolts shown on drawing 167C953 Lower bearing bracket Wire rope shown on drawing 135D5310 Rotor Shaft lifting device, pins, bolts shown on drawing 136D6105 Turbine Shaft lifting device, pins, bolts on drawing 4065-ATJ-1.
Perform non-destructive testing of select welds before and after load tests.
Design and fabricate test fixtures to complete load tests.
Transport lifting tools as needed for completing offsite load tests.
Update Lifting Device Marking in accordance with FIST 4-1A 6.13.2.
Load test lifting tools shown on drawings 167C7953, 135D5310, 136D6105 and 4065-ATJ-1.
Load test each inspected lifting tool in accordance with FIST 4-1A part 6.13.7 Testing.
Certify to the rated capacity for each lifting tool.
