STATEMENT OF WORK FOR SERVICE < $150K
NOAA Ship Oscar Elton Sette Hull Cleaning
NM-AN2190-21-01559
PURPOSE:
This requisition is to service the NOAA Ship Oscar Elton Sette with underwater hull cleaning services. This service must be completed prior to entry into the Papahanaumokuakea Marine National Monument (PMNM) in order to be compliant with the requirements of the issued permit.
An alien species survey and inspection is to occur post cleaning and prior to entry by PMNM staff.
TECHNICAL SPECIFICATIONS (Sette):
The NOAA Ship Oscar Elton Sette is moored at pier F-9 on Ford Island at Joint Base Pearl Harbor- Hickam on Oahu, Hawaii. Service will be completed at this location. Vendor must be able to gain base access for all personnel and equipment. Vessel will obtain permission for entry into Pearl Harbor waters. Vendor will work with Pearl Harbor control and Ship command/OOD to schedule all dives.
All submerged and waterline surfaces must be free of macro-scale biofouling consisting of marine plants and animals. Surfaces must be free of any marine growth and alien species (i.e macroalgae, polychaete worms, bryozoans, tunicates, barnacles, bi-valves, etc.) The submerged vessel surfaces include vertical and flat bottom hull structure, rudders and rudder posts, bow thruster tunnel, propellers and shafts, sea chest intakes and grates, and transducer pod. Special attention should be focused on these niche areas mentioned above as they are the preferred habitat for non-indigenous species of concern.
Hull cleaning of the submerged portions will not cause excessive removal of anti-fouling paint or damage (i.e. scratch/scrape) to the instrumentation covers on the transducer pod.
Hull cleaning must meet or exceed requirements of the alien species survey conducted by PMNM staff for entry into the monument. If possible, alien species inspector(s) would like to view any live video feeds and/or recording of niche areas described above.
Vendors will need to have or obtain access to Joint Base Pearl Harbor-Hickam in order to effect services on the vessel. The tentative period of performance for this service is 09-Aug-2021 to 15- Aug-2021. Period of Performance could change due to vessel operational needs.
