About this file

This is a Scope of Work document for the Newport International Terminal, located at 1510 SE Bay Boulevard in Newport, Oregon, outlining a feasibility study to determine the highest and best use of the port property. The study will evaluate the property's optimal economic, functional, and sustainable applications while assessing alignment with market demand, regulatory requirements, and long-term strategic objectives. Key tasks include comprehensive site and asset assessment, market and industry analysis for maritime trade trends, regulatory and policy review, financial and economic evaluation with ROI scenarios, and risk and constraint analysis. The project will apply the four highest and best use criteria—legally permissible, physically possible, financially feasible, and maximally productive—to rank and recommend the most advantageous uses. Deliverables include a comprehensive feasibility report with supporting data and financial models, comparative analysis of alternative uses, financial models for the top three opportunities, a marketing strategy plan with implementation roadmap, and an executive summary for stakeholders. The estimated project timeline is 8 to 12 weeks from initiation, subject to data availability and stakeholder engagement.

The marketing strategy component of the study will position and brand the property by defining its unique value proposition, such as deep-water access and ocean accessibility, while developing a narrative appealing to target industries including shipping lines, logistics operators, manufacturing firms, cruise operators, commercial fishing and processing operations, and renewable energy developers. The strategy will segment the target market between domestic and international investors and include promotion and outreach through digital marketing campaigns, participation in trade shows and maritime expos, and strategic partnerships with trade associations and economic development agencies. Lead generation efforts will encompass investor prospectus preparation, data room setup, and relationship management with key prospects, supported by incentive packages including tax breaks, lease flexibility, and infrastructure support. No specific pricing terms, set-asides, incumbent information, funding sources, or contract amounts are identified in the scope document.
