About this file
This document is a Combined Sources Sought Notice and Notice of Intent to Sole Source for a Microwave source that can create vector modulated signals up to 500 MHz bandwidth and operate from 1 MHz to 44 GHz. NIST requires a source that meets or exceeds detailed technical specifications, including two phase-coherent source channels, external frequency references, minimum output power across the frequency range, 500 MHz RF bandwidth, spectral purity requirements, and remote control interfaces. If no alternate sources are identified, NIST intends to award a sole source contract to Keysight under FAR 13.106-1(b). The NAICS code is 333242. Responses are not requested; this is a notice of intent to award to a sole source.

Title: Microwave source for creating vector modulated signals that can create up to 500 MHz bandwidth modulated signals and operates over a frequency range 1 MHz - 44 GHz – Combined Sources Sought/Notice of Intent to Sole Source
BACKGROUND
***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT
TO SOLE SOURCE***
The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing a Microwave source for creating vector modulated signals that can create up to 500 MHz bandwidth modulated signals and operates over a frequency range 1 MHz - 44 GHz. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Keysight, located at 1900 Garden of the Gods Road, Colorado Springs, CO 80907-3423 under the authority of FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 333242.
NIST has a need for a Microwave source that meets or exceeds the following draft minimum specifications and is compatible with NIST’s existing Keysight Vector Network Analyzer (model N5247B) and meets the specifications below:
a. Two phase coherent source channels, each
i. covering frequency range from 1 MHz to 44 GHz
ii. frequency resolution 0.01 Hz
iii. phase offset resolution 0.001 deg.
b. External reference frequency input
i. 10 MHz and 100 MHz
c. Output power of at least:
i. +18 dBm at 1 GHz
ii. +18dBm at 10 GHz
iii. +18 dBm at 20 GHz
iv. +11 dBm at 44 GHz
d. RF bandwidth of 500MHz, upgradeable to 2 GHz
e. Baseband generator memory 1024 MSa;
f. Spectral purity
i. Harmonics < -18 dBc over frequency range from 2 GHz to 22 GHz
ii. Single sideband phase noise
1. < -88 dBc/Hz at 1kHz tone separation up to 40 GHz;
g. Remote interfaces
i. gpib interface
ii. LAN interface
h. Pulse modulation
i. Rise/fall times <= 14 ns
ii. Minimum pulse width
1. ALC off, 10 MHz to 20 GHz: <=100ns
2. ALC off, above 20 GHz: <= 30 ns
i. New or refurbished instrument
NIST conducted market research from 2020 to 2023 by attending conferences, speaking with colleagues, performing internet searches, and speaking with vendors to determine what sources could meet NIST’s minimum requirements. The results of that market research revealed that only Keysight Technologies, Inc (UEI: NNMLTBU9E5H3) appears to be capable of meeting NIST’s requirements.
HOW TO RESPOND TO THIS NOTICE
In responding to this notice, please DO NOT PROVIDE PROPRIETARY INFORMATION.
Please include only the following information, readable in either Microsoft Word 365, Microsoft Excel 365, or .pdf format, in the response. Submit the response by email to the Primary Point of Contact and, if specified, to the Secondary Point of Contact listed at the bottom of this notice as soon as possible, and preferably before the closing date and time of this notice.
• Provide the complete name of your company, address, name of contact for follow-up questions, their email, their phone number and, if your company has an active registration in https://sam.gov, your company’s Unique Entity ID (UEI).
• Details about what your company is capable of providing that meets or exceeds NIST’s minimum requirements.
• Whether your company is an authorized reseller of the product or service being cited and evidence of such authorization.
• Identify any aspects of the description of the requirements in the BACKGROUND section above that could be viewed as unduly restrictive or create unnecessary barriers that adversely affect your firm’s ability to fully participate in a procurement for such services and explain why. Please offer suggestions for how the requirements could be organized or structured to encourage the participation of small businesses.
• For the NAICS code o Indicate whether your company is (a) a small business or (b) other than small business. See the Table of Small Business Size Standards and the associated .pdf download file for small business size standards and additional information.
https://sam.gov/ o If you believe the NAICS code listed in this notice is not the best NAICS code for the type of product addressed in this notice, identify an alternative NAICS code that you believe would be more appropriate for the planned procurement.
• If your firm has existing Federal Supply Schedule contract(s) or other contracts for products or services against which the Department may be able to place orders, identify the contract number(s) and other relevant information.
• Describe your firm’s experience (as a prime, subcontractor, or consultant) providing the products or services described in Background section.
• Provide any other information that you believe would be valuable for the Government to know as part of its market research for this requirement.
• Please let us know if you would like to engage to get a better understanding of the requirement or need additional information about the Government’s requirement for the products or services described in the Background section.
