About this file

This document is a Questions & Answers (Q&A) file for Solicitation No. NIST-RFQ-25-735150 for Custom Mid-Infrared Lenses. The Q&A addresses five key compliance and technical questions related to the procurement, including export control, origin of design, laser system usage, and export restrictions. The responses clarify that the lenses are of US origin, not subject to ITAR or EAR controls, will be used for near-infrared (NIR) and short-wave infrared (SWIR) thermography in a laser-based manufacturing system, and will not be exported. The lenses are intended to upgrade the Fundamentals of Laser-Matter Interaction (FLaMI) testbed at the National Institute of Standards and Technology (NIST) to support research in metals-based additive manufacturing measurement science.

Questions & Answers Solicitation No. NIST-RFQ-25-735150

Custom Mid-Infrared Lenses

1. Is this a defense article subject to ITAR control? If yes, what is the US Munitions Code?

No.

2. Is this data/design of US origin (22 CFR Sect. 124.13)?

Yes.

3. Is this item under Export Control regulated by the EAR (eg. dual-use products, aerospace & propulsion applications)? If yes, what is the ECCN?

4. Will the part be used with a laser or in a laser system?

No. These lenses will be used for in-situ NIR and SWIR thermography/visualizations of the melting scenes. The lenses may be exposed to some scattered laser light in the laser-based manufacturing system, but the lenses themselves are not to be used as high-power laser optics.

5. Will this be exported, and if so, where?

File details come from the government source that posted it. Updated .
