Code Checks for Champlain Towers South

1. Reference Solicitation Document page 4 under Volume 2 description:

It is stated the firm fixed price is to include a breakdown of the proposed material costs and labor costs. Please clarify the nature of the digital, deliverable reports. Should we assume the deliverables will be simple files uploaded to a shared site, or do we need to include costs for a certain number of thumb drives or other media?

As indicated in the SOW deliverables table, draft reports shall be delivered to NIST in Microsoft Word format. After NIST’s review of the draft reports the Contractor shall submit the final report to NIST in both MS Word and PDF formats. No printouts or thumb drives are required.

2. Reference Solicitation Document page 6 under Past Performance description:

It is stated that the Government prefers past performance which includes either design or evaluation of a similar building for the scope item addressing recent construction, but only mentions evaluation (not design) for the scope of work item considering the 1980’s building. For this latter scenario, is it acceptable to show similar buildings designed by the submitting firm to prove acceptable past performance, the same as what is allowed for recent construction?

The Government prefers past performance where the firm designed or evaluated a recently constructed mid-rise, flat-plate reinforced concrete building; and past performance where the firm evaluated a mid-rise reinforced concrete, flat-plate building that was built in the 1980s. However, the Government will only consider past performance on efforts that were completed or substantially completed within the past 5 years.

3. Reference Solicitation Document page 4 and 6 under Past Performance descriptions:

Page 4 requires submitting at least 3 completed representative projects in two distinct categories (recent projects and 1980’s projects per page 6). Does the Government have a desired breakdown between recent projects and 1980’s projects? Can all three representative projects be in one category?

The Government would prefer to see at least one project from each category. However, past performance provided may be in just one category. Please also see the answer to Question #2 above.

4. Reference Statement of Work Item P Key Personnel Requirements:

Requires all key personnel to hold at least a Master’s Degree in civil or structural engineering. Is it acceptable for a key person to hold a similar, specialty degree that requires the same or more credit hours in structural courses? For example, a typical 5-year Bachelors of Architectural Engineering Degree with Structural Emphasis will generally exceed structural coursework encountered in a typical Masters of Structural Engineering degree.

No, the key personnel requirements stated in the solicitation are firm.

5. Reference Statement of Work Government Furnished Property, Data, and/or

Information:

Will the information contain:

• Original shop drawings or approved shop drawings? No, NIST is not in possession of the shop drawings. Only design drawings will be provided by the Government.

• Specifications associated with the original project (especially for concrete)? NIST is not in possession of specifications of the project. However, the original design drawings specify design concrete strengths. A version of the design drawings can be downloaded from the Town of Surfside website.

• Any results of concrete tests (original or recent)? No. This information is not available.

• Discrepancies drawings vs “as built” to be considered in evaluations? No. This information is not available.

The code checks shall be conducted on the as-designed structure based on the original design drawings, which include specified design concrete strengths. NIST does not have access to shop or as-built drawings. The analyses shall be conducted based on the nominal specified strengths for both concrete and steel.

6. Please confirm that the structural models are to be based exclusively on the original drawings (to be furnished).

NIST confirms that the structural models are to be based exclusively on the original design drawings, which include the 13th story penthouse and extended balconies that existed on some floors. The original design drawings will be furnished by NIST.

7. Please confirm that the verifications by current codes will have to use the originally specified concrete strength (and not what one would currently specify).

NIST confirms that the code checks shall be conducted based on the nominal concrete strengths specified in the design drawings.

8. Please specify if the analysis by current codes should be based on reinforcement placed according to detailing recommended at the time of the erection.

The analyses for current code checks (Task 1) shall include (1) an evaluation based on the reinforcing detailing required by the original design drawings (specified or inferred) and the detailing requirements of the codes and standards currently applicable (e.g., ACI 318 and ACI 315 and/or ACI SP-66) and (2) an evaluation based on the reinforcing detailing required by the original design drawings and the detailing requirements of the codes and standards applicable at the time of original design (e.g., ACI 318 and ACI 315). The analyses for code checks in accordance with the code prevalent at the time of design (Task 2) shall be based on reinforcing detailing required by the original design drawings (specified or inferred) and the detailing requirements of the codes and standards applicable at the time of design (e.g., ACI 318 and ACI 315).

The Statement of Work has been updated to include this information.

9. Please specify if the comparison of building code requirements need to include changes in detailing.

The analyses for current code checks (Task 1) shall include (1) an evaluation based on the reinforcing detailing required by the original design drawings (specified or inferred) and the detailing requirements of the codes and standards currently applicable (e.g., ACI 318 and ACI 315 and/or ACI SP-66) and (2) an evaluation based on the reinforcing detailing required by the original design drawings and the detailing requirements of the codes and standards applicable at the time of original design (e.g., ACI 318 and ACI 315). The analyses for code checks in accordance with the code prevalent at the time of design (Task 2) shall be based on reinforcing detailing required by the original design drawings (specified or inferred) and the detailing requirements of the codes and standards applicable at the time of design (e.g., ACI 318 and ACI 315).
