About this file
This Sources Sought Notice from the National Institute of Standards and Technology (NIST) seeks market research for a subscription service with Springer Nature. NIST requires electronic access to Springer Nature e-Journals, including all Springer Nature journals, Nature journal titles, and Scientific American, with 24/7 web-based access for its 3,000 researchers. The subscription must include a Transformative Agreement providing article processing charge (APC) support, with access available through IP authentication across the NIST domain.
Responses are due by 9:00 am ET on December 5, 2025, and must be submitted via email to Rene Edwards and Robert Singman. Respondents should provide company details, SAM.gov UEI (if registered), business size classification, and any feedback on potential barriers to small business participation. NIST intends to negotiate a sole-source procurement with Springer Nature Customer Service Center LLC under FAR 13.106-1(b)(2), with the goal of securing comprehensive journal content and research support services for its scientific community.
