Summary of Sources Sought Notice NIST-SS26-68
This is a Sources Sought notice issued by the National Institute of Standards and Technology (NIST) seeking contractors to provide laboratory support services for three specialized facilities located in Building 81: the BMF Cleanroom (16,000 gross square feet), the Device Integration Facility (DIF), and the Precision Imaging Facility (PIF). The BMF Cleanroom contains 8,000 square feet of ISO 5-rated downflow air space and 8,000 square feet of chase and support space (ISO 7), with an additional 18,000 square feet of interstitial space. The PIF comprises six laboratory spaces housing microscopy and micro-analysis equipment requiring data center-level cleanliness standards. The DIF consists of three adjacent laboratory spaces with capacities of 1,411, 575, and 224 square feet, treated as ISO 7, data center, and ISO 7 standards respectively. All work must comply with ISO 14644 and IEST-RP-CC018.4 standards.
Required services include cleanroom cleaning to ISO 5, ISO 7, and data center standards; chemical management including stocking, filling, emptying containers, and hazardous waste disposal; gas cylinder management encompassing receiving, cleaning, bagging, and transporting cylinders; inventory management of chemicals and consumables; garment management including laundry coordination; safety equipment testing such as eyewash stations; and simple maintenance tasks including particle counting, waste removal, and sticky mat changes. The facilities present physical and exposure hazards consistent with semiconductor fabrication and microscopy facilities with NFPA ratings of 4-health, 4-flammability, and 3-instability. Additional storage areas exist in Building 81's interstitial and penthouse spaces and in Building 1.

Sources Sought Class 100 Cleanroom Laboratory Services
NIST seeks Contractors that can provide laboratory support services for the BMF Cleanroom, Device Integration Facility (DIF) and Precision Imagining Facility (PIF).
The BMF is a 16,000-gross square feet Class 100 Cleanroom consisting of 8,000 square feet of downflow air with an International Standards Organization (ISO) ISO 5 specification and 8,000 square feet of chase and support space in Building 81. There is also an 18,000 square feet interstitial space that is roughly ISO 7. The space is used for micro- and nano- fabrication similar to fabs in the semiconductor industry.
The PIF consists of 6, 26’ x 26’ adjacent laboratory spaces that house state of the art microscopy and micro-analysis equipment with a cleanliness rating similar to what would be required in a data center.
The DIF consists of 3 adjacent laboratory spaces, a 1411 square foot laboratory, a 575 square foot laboratory, and a 224 square foot support room that houses auxiliary equipment for the BMF and PIF. Neither space is cleanliness rated, but we treat the 1411 and 224 square foot space as ISO 7 and the 575 square foot space as a data center.
There are several other storage areas in the building 81interstitial and penthouse and building 1.
Physical and exposure hazards present in the areas are consistent with hazards found in semiconductor fabrication facilities and microscopy facilities and have a National Fire Protection Association (NFPA) hazard rating of 4-health, 4-flammability, and 3 instability.
The tasks in this PWS must be performed to the ISO 14644 and Institute of Environmental Science and Technology (IEST)-RP-CC018.4 standards.
Required services include:
• Providing cleaning to appropriate standards (ISO 5, ISO 7, and data center standards) including vacuuming, moping, and other cleaning in potentially hazardous areas without damaging sensitive samples and equipment.
• Chemical management including stocking chemicals, filling chemical containers, emptying chemical containers, and properly disposing of hazardous waste.
• Gas cylinder management including receiving gas cylinders, cleaning and bagging the cylinders appropriately for use in the spaces, and transporting empty cylinders.
• Inventory management including, conducting inventory of chemicals and consumables, receiving packages, stocking inventory in storage, distributing supplies in the areas that they are used, and inventory control.
• Performing garment management including receiving new garment, stocking garment, removing garment for laundry, giving garment to laundry service, and inventory of garments.
• Testing safety equipment such as testing eye wash stations.
• Simple maintenance tasks such as performing particle counts, removing waste such as trash and sharps containers, and changing sticky mats.
