About this file
This document is a Sources Sought Notice from the National Institute of Standards and Technology (NIST) regarding an acoustic enclosure for an Atomic Force Microscope (AFM). NIST is seeking information from sources capable of providing an acoustic enclosure to contain an environmental AFM for performing nanoscale mechanical property measurements as a function of temperature up to 250°C. The acoustic enclosure must meet specific requirements, including internal dimensions, side access doors, temperature control above room temperature, gas purge capability, and acoustic noise isolation of 35 to 50 dB. Companies are requested to provide details about their capabilities to meet or exceed NIST's requirements, information about their small business or other business status, and relevant federal contract experience. Questions regarding the notice must be submitted by June 14, 2024. This is a market research exercise, and NIST reserves the right to use the information provided for any purpose deemed necessary and appropriate, but this notice is not a commitment to issue a solicitation or award a contract.

Primary POC: Forest Crumpler (forest.crumpler@nist.gov) Secondary POC: Jenna Bortner (jenna.bortner@nist.gov) Title: Acoustic enclosure for environmental AFM
BACKGROUND
The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing an acousc enclosure to contain an Atomic Force Microscope
(AFM)
To perform nanoscale mechanical property measurements as a funcon of temperature (up to 250 °C) NIST will use an environmental AFM capable of performing nanoscale mechanical measurements in temperature and gas-controlled environment. The AFM must be also located inside an acousc enclosure that will provide further mechanical and thermal isolaon. The acousc enclosure required to meet our needs shall have capabilies for ambient noise isolaon, temperature regulaon, and gas purge. The enclosure shall also have full-side open (vercal door/doors) access to facilitate direct and easy access to the hosted environmental AFM.
a. The acoustic enclosure shall have internal dimensions within few inches of an internal volume given by 40 inches x 40 inches x 40 inches.
b. The acoustic enclosure shall have side (vertical) doors for 180 degree access.
c. The acoustic enclosure shall have the inside base at a height level close to 36 inches.
d. The acoustic enclosure shall have welded steel frame to provide increased stiffness and dampen the vibrations.
e. The acoustic enclosure shall provide acoustic noise isolation with sound loss of 35 to 50 dB within the range of few tens of Hz to few kHz.
f. The acoustic enclosure should provide temperature control above room temperature within half of Celsius degree.
g. The acoustic enclosure shall provide gas purge capability.
h. The acoustic enclosure shall have pass-through cable clamp for applications with cables and an inlet/outlet attached to the enclosure.
HOW TO RESPOND TO THIS NOTICE
In responding to this notice, please DO NOT PROVIDE PROPRIETARY INFORMATION.
Please include only the following information, readable in either Microsoft Word 365, Microsoft Excel 365, or .pdf format, in the response. Submit the response by email to the Primary Point of Contact and, if specified, to the Secondary Point of Contact listed at the bottom of this notice as soon as possible, and preferably before the closing date and time of this notice.
• Provide the complete name of your company, address, name of contact for follow-up questions, their email, their phone number and, if your company has an active registration in https://sam.gov, your company’s Unique Entity ID (UEI).
mailto:(forest.crumpler@nist.gov mailto:(jenna.bortner@nist.gov https://sam.gov/
• Details about what your company is capable of providing that meets or exceeds NIST’s minimum requirements.
• Whether your company is an authorized reseller of the product or service being cited and evidence of such authorization.
• Identify any aspects of the description of the requirements in the BACKGROUND section above that could be viewed as unduly restrictive or create unnecessary barriers that adversely affect your firm’s ability to fully participate in a procurement for such services and explain why. Please offer suggestions for how the requirements could be organized or structured to encourage the participation of small businesses.
• For the NAICS code o Indicate whether your company is (a) a small business or (b) other than small business. See the Table of Small Business Size Standards and the associated .pdf download file for small business size standards and additional information.
o If you believe the NAICS code listed in this notice is not the best NAICS code for the type of product addressed in this notice, identify an alternative NAICS code that you believe would be more appropriate for the planned procurement.
• If your firm has existing Federal Supply Schedule contract(s) or other contracts for products or services against which the Department may be able to place orders, identify the contract number(s) and other relevant information.
• Describe your firm’s experience (as a prime, subcontractor, or consultant) providing the products or services described in Background section.
• Provide any other information that you believe would be valuable for the Government to know as part of its market research for this requirement.
• Please let us know if you would like to engage to get a better understanding of the requirement or need additional information about the Government’s requirement for the products or services described in the Background section.
