About this file
This document is a Sources Sought notice for market research purposes, not a Request for Proposal or Request for Quotations. NIST is seeking information from qualified Large and Small Businesses to provide labor, materials, and equipment required to calibrate and maintain temperature, pressure, and water flow meters located in the Central Utilities Plant and various buildings on the Gaithersburg campus. The scope includes conducting a site survey, providing calibration procedures, performing applicable meter maintenance, and the Government's ability to exercise options for "repair by replacement" of any defective meters. NIST is requesting information on the contractor's background, experience, key personnel qualifications, potential pricing structure, and any anticipated challenges related to staffing, costs, subcontractors, security clearances, quality control, and CLIN structure. Responses are due by 05/07/2024 via email. This is market research only and does not commit the Government to award a contract.

THIS IS SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES. THIS
IS NOT A REQUEST FOR PROPOSAL OR A REQUEST FOR QUOTATIONS AND
DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN
THE FUTURE.
TITLE: NIST Gaithersburg Utility Meter Calibration and Maintenance
1.0 BACKGROUND
The National Institute of Standards and Technology (known as NIST) has meters on its “flow” utilities in approximately 30 buildings on the Gaithersburg campus and wants to initiate a calibration and maintenance service contract. The “flow” utilities that the meters have been installed on include:
Domestic water Steam supply Steam condensate return Chilled water supply Chilled water return Compressed air Natural gas
The installed meters are temperature, pressure, and water flow sensing types and are manufactured by these name brands:
ABB SWIRL flow meters for steam supply and condensate return GE Ultrasonic flow meters for steam supply, condensate return, chilled water supply and chilled water return FCI STxx meters for compressed air and natural gas Flexim water flow meters for domestic water
2.0 Purpose
NIST is seeking information on qualified Large and Small Businesses provide all labor, materials, and equipment required to calibrate to factory-stated accuracy specifications and maintain select:
temperature, pressure, and water flow meters located in:
o the Central Utilities Plant (CUP), and in o various buildings on the Gaithersburg campus.
The Contractor will perform all calibrations with verified calibrated equipment.
The Scope of Work for this contract also includes the Government having the ability to exercise options to have the Contractor “repair by replacement” (R-by-R) any defective meter found during the calibration phase of the work. None of this R-by-R work is included in the base scope of work to be priced by the Contractor.
2.1 Meters Site Survey
To be conducted by the Contractor of the meters (NIST will provide inventory list) to confirm their existence and the accuracy of the installation.
2.2 Meters Calibration
The Contractor shall provide calibration procedures for o ABB/Hart welled temperature meters, o ABB swirl meters, o Vortex flow meters, o GE ultrasonic flow meters (measuring in BTU), and o FCI compressed air meters.
2.3 Maintenance
Applicable meters to receive prescribed maintenance.
GE ultrasonic flow meters Flexim water flow meters All IP-based meters
2.4 Repair by Replacement (R by R)
where a meter is unable to be properly recalibrated, the meter be replaced. In such instances, the Government shall decide if it wants to exercise the R-by-R option and process a contract modification that would have the Contractor replace the defective meter with a “like” meter. R by R work associated with each of the four meters:
ABB SWIRL flow meters for steam supply and condensate return GE Ultrasonic flow meters for steam supply, condensate return, chilled water supply and chilled water return FCI STxx meters for compressed air and natural gas Flexim water flow meters for domestic water
3.0 Requested information:
1. Contractors' name, address, SAM UEI number, and points of contact with telephone numbers and e-mail addresses.
2. Type/Size of company for NAICS Code 334514 - Totalizing Fluid Meter and Counting Device Manufacturing.
3. Socioeconomic status, if any
4. Identify whether you would be interested in this acquisition as a prime contractor or a subcontractor. If interested as a subcontractor, please provide what discipline(s) you would be interested in performing. Please provide your capability statement(s).
5. Discuss your firm’s experience providing metering calibration services at a campus type setting or multiple large buildings in the past seven (7) years. List the contract value and provide experience for no more than four (4) projects.
6. Identify qualifications of key personnel.
7. Identify existing or potential pricing structure in support of this type of work.
8. Provide responses to any or all the following:
1. What, if any, challenges are anticipated in staffing these services based on the operating hours expected? (Such as, hiring, retention, clearances, staffing-levels)
2. What, if any, challenges are anticipated in costs related to the operating hours expected? Is there a substantial cost driver vs. other operating hours?
3. What, if any, challenges are anticipated regarding the hiring of, or costs related to, subcontractors during the operating hours?
4. What is your process for addressing security clearance and badging requirements to perform on Federal property?
5. What is your process for ensuring quality control?
6. If available, please provide an example of what you would expect the CLIN structure for this type of service.
7. Based on the Scope, do you anticipate any other concerns or risks that the
Government should consider in this requirement?
