NIST Requirements Document Continuously Tunable 1550 nm Lasers
I. Background The National Institute of Standards and Technology (NIST) Ac-dc Difference Project performs leading edge measurement services and research for ac-dc difference measurements and dc voltage metrology. It provides U.S. industry with the essential link between ac and the corresponding dc electrical standards via a world-class calibration service, and through cutting-edge research into new ac-dc difference and dc voltage measurement techniques employing both quantum standards and standards fabricated in novel ways.
Since the 1940’s the Ac-dc Difference Project has relied on thermocouple technology to measure micro-Kelvin temperature differences to make precision voltage and current measurements. In the past several years, the project began exploring alternative technologies that can provide enhanced measurement properties such as lower electrical leakage and increased sensitivity. The primary technology currently being explored are photonic thermal sensors. These devices promise orders of magnitude better sensitivity through precise measurement of a nominal 1550 nm signals.
II. Scope Two (2) continuously tunable lasers that can provide at least 10 mW of power are needed to measure the response photonic thermal sensors to thermal changes as electrical signals are applied. A scan speed capability of 10 nm/s or faster is required to allow for the measurement of time constants of the thermal sensors. The absolute and relative accuracies over 1 minute need to be better than 150 pm and 10 pm respectively for successful use.
III. Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
The Contractor shall provide two (2) Continuously Tunable 1550 nm Lasers that meet the following minimum specifications:
1. The laser must operate at a nominal wavelength of 1550 nm with a tunable range +/- 40 nm or larger with no mode hops and be TEM00.
2. The laser must have a power greater than 10 mW from fiber connection as measured externally.
3. The laser must have a short-term linewidth less than 10 kHz with a delay time of 5 microseconds or less.
4. The laser shall have a relative accuracy 10 pm or better.
5. Minimum piezo step size must be less than 5 kHz.
6. FC/APC fiber connection.
7. Power supply internal or external and included for nominal US power of 120 V.
8. The laser must be able to be controlled through a Windows 10 operating system through a USB, Ethernet and/or GPIB port. The software, LabView Drivers, Python scripts, necessary to operate the laser must be included.
IV. Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and scheduling of the delivery shall take place at a time mutually agreed upon by the Government and Contractor. This delivery shall be scheduled as soon as possible, but not later than (NLT) 40 weeks ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
National Institute of Standards and Technology 100 Bureau Drive, Building 220 Room B146 Gaithersburg, MD 20899-1640
V. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
The Government will test, inspect, and accept the equipment onsite within ten (10) business days of the receipt of the lasers. A visual inspection of the lasers will be performed by the NIST TPOC to identify surface defects or any form of indication that the lasers were damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the lasers due to defects and/or nonconformance.
VI. Warranty The contractor shall warrant the entire system for a period of a minimum of 1-year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4.
VII. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after installation and acceptance by the TPOC of fully installed system.
2. The Government anticipates inspection will occur upon:
a. After the testing procedures set forth in this document have been completed.
