DESCRIPTION:

The National Institute of Standards and Technology (NIST) has a requirement for a of Pickit3D Bin Picking System to be utilized by the Intelligent Systems Division (ISD) at NIST, Gaithersburg, MD campus.

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL

ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-

STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION

FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION

INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY

SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN

SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED

USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR PART 13.

This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06 dated 05/26/2022.

Offerors must submit all questions concerning this solicitation in writing to adam.powell@nist.gov.

Questions must be received no later than Wednesday June 8, 2022 4:00 p.m. EST. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.

The associated North American Industrial Classification System (NAICS) code for this procurement is 333249 Other Industrial Machinery Manufacturing, with a small business size standard of 500 employees. This solicitation is 100% set aside for small businesses under the size standard of 500 employees.

This is a brand name only requirement. The Pickit3D bin picking system is the only system that

a) is compatible with NIST owned Zivid One+ Medium 3D scanner, and b) compatible with multiple structured light 3D scanners. Some of the other features that are required for ISD's research efforts are:

a) Automatic path planning and guidance

b) Auto calibration of robot arm with the vision system mailto:adam.powell@nist.gov

c) Compatibility with several robot arm makes and models

All the above features enable lower setup times, change-over times, and cycle times that also enable higher success rates for picking parts from a bin. These are crucial to improve the efficiency of the manufacturing operation. The Pickit3D Bin Picking System is the only system that will allow NIST to develop performance metrics and evaluation procedures for automation solutions while being compatible with the existing NIST-owned Zivid One+ Medium 3D Scanner, and that offers the advanced capabilities described above.

SPECIFICATIONS

The system shall meet or exceed the technical specifications identified below. All items must be new.

Used or remanufactured equipment will not be considered for award.

All offerors shall provide a quotation for the line items below. Offerors must, at a minimum, specify the make and model of each of the line items below and the equipment and software must be commercial products. Offeror may also provide brochures or specifications sheets for the equipment or software below.

LINE ITEM 001: Quantity One (1) each, Pickit3D Bin-picking system that includes Pickit Software and M-HD Scanner (Part# PI-EDU-HD-3.0 Edu HD Kit 3.0) (Brand Name Only)

The BIN-PICKING SYSTEM must have the following minimum salient characteristics:

1. The BIN-PICKING SYSTEM must work with more than one kind of industrial or collaborative ROBOT ARM including, but not limited to, the Universal Robots UR5e.

2. The BIN-PICKING SYSTEM must work with NIST owned Zivid One+ Medium (revision B).

3. The BIN-PICKING SYSTEM must be able to be mounted fixed on the ROBOT ARM as well as separate from the ROBOT ARM

4. The BIN-PICKING SYSTEM must have an auto-calibration feature and any apparatuses needed must be provided by the vendor.

5. The BIN-PICKING SYSTEM must be able to determine the pose (position and orientation) of a PART in a bin of randomly arranged, identical parts.

6. The BIN-PICKING SYSTEM must work with different sizes and types of bins.

7. The BIN-PICKING SYSTEM must have vision technology that meets the following requirements:

i. Must be based on structured light patterns for acquiring 3D data.

ii. Must have a camera that has a resolution of 2 mega pixels (or more).

iii. Must have a minimum working distance of 600 mm (or less).

iv. Must have a 3D imaging volume with a depth of 1400 mm (or more), a length of

1300 mm (or more), a width of 870 mm (or more). The length and the depth are as measured at the upper limit of working distance

v. Must weigh at most 2000 grams

vi. Must have an accuracy of 0.1 mm or lower

vii. Must have a 3D image capture time of 1 second or less.

8. The BIN-PICKING SYSTEM must be able to measure the pose (position and orientation) of several parts in a bin and provide those measurements to the robot controller in 5 seconds or less.

9. The BIN-PICKING SYSTEM must be able to detect parts using CAD models.

10. The BIN-PICKING SYSTEM must work with parts that:

i. Range from matte to specular (i.e., shiny)

ii. Range from dark to light colored

iii. Symmetrical or asymmetrical

iv. Rigid (i.e., non-flexible parts)

v. Not marked or altered specially for use with the BIN-PICKING SYSTEM

vi. Have a minimum size of 10 mm x 10 mm (or smaller).

11. The BIN-PICKING SYSTEM must have the ability of providing collision-free path planning instructions to the ROBOT ARM for picking the parts detected by the system.

12. The BIN-PICKING SYSTEM must include the required hardware, software, and computer

(and/or controller) to provide pose information to the ROBOT ARM controller.

13. The BIN-PICKING SYSTEM must be operable on standard U.S. mains (i.e., 110-120V, 60 Hz) or the contractor must provide an appropriate step-up or step-down transformer.

ACCEPTANCE

NIST will inspect and test the equipment in the lab within 30 calendar days after delivery and Government installation to ensure that the manufacturer’s specifications have been met and that the equipment is functioning correctly before official receipt acceptance.

EQUIPMENT WARRANTY

The Contractor shall provide a one-year warranty. At a minimum, the one-year warranty shall include service and repair by the manufacturer for any defects, workmanship faults, or loss of functional operation stemming from normal use and operation. The warranty shall further include eight (8) hours of onsite support and technical support. Technical support shall include general equipment operation and troubleshooting. The warranty shall commence upon successful completion of delivery and the Government’s acceptance.

DELIVERY

Delivery shall be completed no later than six (6) weeks after award.

The Contractor shall deliver all equipment and software F.O.B Destination to:

The Contractor shall coordinate delivery with the Technical Point of Contact (TPOC). Due to ongoing limited site access of the NIST facilities, the Contractor SHALL confirm with the Designated Government Official (DGO) and the Contracting Officer prior to ANY shipment to NIST. Failure to confirm this ability to receive products shall release the Government of any liability.

F.O.B destination means that the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

52.204-20 Predecessor of Offeror

(a) Definitions. As used in this provision– “Commercial and Government Entity (CAGE) code” means–

(1) An identifier assigned to entities located in the United States and its outlying areas by the Defense Logistics Agency (DLA) Contractor and Government Entity (CAGE) Branch to identify a commercial or government entity, or

(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by NATO’s Support Agency (NSPA) to entities located outside the United States and its outlying areas that DLA Contractor and Government Entity (CAGE) Branch records and maintains in the CAGE master file.

This type of code is known as an NCAGE code.

“Predecessor” means an entity that is replaced by a successor and includes any predecessors of the predecessor.

“Successor” means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term “successor” does not include new offices/divisions of the same company or a company that only changes its name. 52.209-11 Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law.

(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that—

(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or

(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

(d) Comptroller General Examination of Record. CAR 1352.233-70 Agency Protests

(a) An agency protest may be filed with either: (1) the contracting officer, or (2) at a level above the contracting officer, with the appropriate agency Protest Decision Authority. See 64 Fed. Reg. 16,651 (April 6, 1999)

(b) Agency protests filed with the Contracting Officer shall be sent to the following address:

(a) A protest may be filed with either the Government Accountability Office (GAO) or the Court of Federal Claims unless an agency protest has been filed.
